answer text <p>As the pandemic has changed travel habits, train operators are using this opportunity to reassess their services to provide rail timetables that respond to new passenger travel patterns, and carefully balance cost, capacity and performance.</p><p> </p><p>Timetables should be demand-led and built with flexibility in mind, so if passenger numbers increase as we continue to recover from the pandemic, we can look to accommodate additional services. Where operators have modified their timetables, the changes are kept under review and, where appropriate, adjusted to reflect fluctuations in demand. Additional services will be included in the upcoming timetable change.</p> more like this

answer text <p>The Government does not have any plans to introduce double decker trains to the UK national rail network.</p><p>Double decker trains would require significant civil engineering investment including modifications to station roofs, electrification equipment, signal gantries, bridges, platforms and many other structures close to the line which would be costly and disruptive to passengers.</p> more like this

answer text <p>The Williams-Shapps Plan for Rail, published May 2021, identified six key problems with our railways:</p><ul><li>The rail sector too often loses sight of its customers, both passengers and freight;</li><li>It is missing opportunities to meet the needs of the communities it serves;</li><li>It is fragmented, and accountabilities are not always clear;</li><li>The sector lacks clear strategic direction;</li><li>It needs to become more productive and tackle long-term costs;</li><li>It struggles to innovate and adapt.</li></ul><p> </p><p>There are outdated working practices preventing passengers getting the service they pay for and deserve and making the railway cost more than it should to run. To provide funding for an affordable pay rise, we need to leave these outdated working practices in the past and create a railway fit for the future.</p><p> </p><p>For instance, under an agreement dating back to 1919, Sunday working is voluntary for most of the railway, leaving operators short staffed and unable to cope with the surge in popularity for weekend travel post-pandemic. answer text <p>No assessment has been made of the proportion of industry revenues which can be attributable to the March 2021 fares changes. While fares changes impact total industry revenue there are also a number of other elements that impact it, including most notably at the moment the pandemic’s impact on passenger travel.</p><p> </p><p>Passenger demand fell during the pandemic and is slowly recovering. We are working with the rail industry to develop a number of recovery initiatives, for example we have introduced new flexible season tickets across England this year to help encourage passengers to return to the railway.</p> more like this

answer text <p>There is much we can do to progress implementation of the Williams-Shapps Plan for Rail without needing or amending legislation, such as the introduction of flexible season tickets and the development of a Whole Industry Strategic Plan.</p><p>To be successful, we know that Rail Transformation Programme will need to be co-designed and co-delivered with the bodies that make up the rail sector. We will engage with the industry to design and implement this major project.</p><p>We will undertake detailed engagement and consultations on implementing the proposals in the Williams-Shapps plan and where legislative changes are required, we will introduce these when the Parliamentary timetable allows.</p> more like this
