answer text <p>At the end of the third quarter of 2016 there were 87,366 ultra low emission vehicles licensed in the UK. The Government has a clear goal that all new cars and vans should be zero emission vehicles by 2040, and sales growth currently remains on track.</p><p> </p><p>As part of the Government’s forthcoming emissions reduction plan, we expect to update the interim projections set out in the 2011 Carbon Plan and “Driving the future today: a strategy for ultra low emission vehicles in the UK” (2013), to reflect the latest analysis.</p> more like this

answer text <p>The Driver and Vehicle Standards Agency deals with the front line enforcement of high polluting vehicles. This is primarily dealt with at the annual roadworthiness test, which DVSA administers, where exhaust emissions are checked once a vehicle becomes subject to testing due to its age. If the vehicle fails this test, the vehicle cannot be used on roads until the excess pollution is remedied. DVSA enforce emission outputs from the commercial vehicle fleet. When vehicles are seen to emit visual smoke, enforcement action is taken. The Driver and Vehicle Standards Agency also operates a Smoky Vehicle hot-line where anyone can report a smoky vehicle online and DVSA will then make follow up enquires about the vehicle.</p><p> </p> more like this

answer text <p>The Vehicle Certification Agency’s (VCA) emissions testing is conducted to the requirements set out in the relevant type approval legislation. The Government has been pressing for action at an EU-level to improve emissions tests and we have already secured a tough new Real Driving Emissions test. From next year, vehicles will have to meet emissions limits in real driving conditions across a wide range of typical operating conditions.</p><p> </p><p>The Secretary of State has met with the Chief Executive of Volkswagen UK to press that the technical fixes are completed as quickly as possible for UK consumers. The VCA is working closely with the VW group and other approval authorities to evaluate the proposed technical solutions. They are carrying out tests to ensure that after the fix is applied the vehicles meet all the legal requirements including emissions, and that other vehicle characteristics are unchanged, including fuel consumption and engine noise.</p> more like this

for the Driver and Vehicle Standards Agency, which tabled the number of MOT in service emission tests conducted in the last 10 years. The models subject to this test would cover every manufacturers model range subject to the MOT test during this period.</p><br /><p>The Department for Transport does not hold information on work carried out by other testing authorities.</p><br /> <br />

answer text <p>Action taken by the Vehicle Certification Agency is below;</p><br /><p>In the last 10 years, two models failed the tests. They were:</p><br /><ul><li>Mitsubishi Carisma Petrol Euro III (2005/2006 test)</li><li>BMW Mini One D (2008/2009 test)</li></ul><br /><p>In-service testing requires a minimum of three tests in order to achieve meaningful statistical results, although up to 20 vehicles may need to be tested. Where a fail decision is reached the series production is deemed to have failed, and the Approval Authority for the vehicle should be contacted to inform them of the test result.</p><br /><p>In the Case of BMW Mini the KBA (German approval authority) were informed to enable them to take action. In the case of the Mitsubishi the manufacturer was contacted directly and a number of anomalies were found with the test vehicle that could account for the failed result. In this case, the approval authority was again the KBA. Following further discussion with the manufacturer, no further action was taken.</p><br /><p>The Driver and Vehicle Standards Agency has not taken any action against any vehicle manufacturer as a result of in service emission testing during the past 10 years.</p><p><strong><br> <br> </strong></p><br /><p><strong></strong></p>
