answer	answer is ministerial correction date of answer 03/04/2023 answer text <p>If a driver is watching a video on a hand-held mobile phone, this is an offence which attracts a fixed penalty notice of £200 and six penalty points. If the case goes to the magistrates court the maximum fine is £1,000 (or £2,500 for bus and lorry drivers).</p><p>If a driver is watching a video on a mobile phone secured in a cradle, this is also an offence; the sanction is a £50 fixed penalty notice and a maximum fine of Level 3 on the standard scale if the case goes to court. answer	answer is ministerial correction date of answer 11/04/2023 answer text <p>Network Rail has had discussions with the Swiss Federal Railways and is aware of their strategic priorities, broadly aligning with its own.</p><p> </p><p>The proposed solar panel innovation is interesting, but an initial analysis suggests that the proposal underestimates the challenges of maintaining the solar panels in a dusty, vibrating environment. The business case has also not been proven, noting that the deployment of assets in a safety critical location is necessarily more expensive than using land away from the track.</p><p> </p><p>Finally, Network Rail is concerned that the installation would also conceal track fastenings making it more difficult to safely maintain the railway with Network Rail’s video track inspection system.</p><p> </p><p>Network Rail is aiming for 100 percent of its non-traction electricity to be from renewable sources by 2030 and has committed to seek to reduce the carbon footprint of traction electricity consumption by directly purchasing renewable electricity from specific new renewable projects. Network Rail is at an early stage in the process of reviewing options for feeding renewable electricity directly into the traction power supply. Through our First of a Kind scheme the Department for Transport has supported various projects looking at feeding renewable electricity into the railway. The Aviation Minister and DfT officials continue to engage with the sector, including Heathrow to gain assurances on their operational planning and performance.</p><p>For Heathrow, this includes their planning for industrial action that coincides with the Easter period. At peak periods, passengers should be prepared that airports will be busier and should follow all advice from their airline and the airport. The Aviation Passenger Charter, published last year, makes clear the rights of passengers and the responsibilities of the sector.</p><p>On 27 March the CEO of the CAA Richard Moriarty and Director General for Aviation, Maritime and Security, Rannia Leontaridi jointly wrote to CEOs across the aviation sector to set out expectations ahead of the Summer 2023 season.</p><p>Under the CAA’s economic regulation of Heathrow, the airport is required to measure its security queues against targets of 95% of queues below 5 minutes and 99% below 10 minutes. We urge RMT to allow its members to have a say, as they did for the Network Rail two-year offer.</p><p> </p><p>The Government has played its part in helping to facilitate and improve communication between the Unions and the rail industry. The Government is now going even further and has committed to its car and van fleet being fully zero emission at the tailpipe by 31 December 2027. Emissions of nitrogen oxides have fallen by 45% and emissions of PM2.5 by 10% since that date.</p><p>The DVSA Market Surveillance Unit will continue to conduct a vehicle-emissions testing programme to monitor vehicle emissions performance and address non-compliance where identified.</p><p>Since 2015, there have been 134 manufacturer recalls or non-code actions involving a total of 1.85 million vehicles to amend or upgrade emissions systems.
