answer text <p>This Government’s multi-billion investment programmes for our national road and rail networks, and funding for local authority transport improvements, includes many transport schemes that benefit people travelling to and from an airport.</p><p> </p><p>However, due to the number of schemes and the mixture of capital and resource funding, information on total spending on surface access schemes improving accessibility to airports in the South East of England airports is not readily available in the format requested.</p><p> </p><p>Government has, however, provided significant investment for projects which improve access to airports in the South East, for example, the £14.8 billion Crossrail scheme which will serve Heathrow airport; the £6.5 billion Thameslink Programme which increases capacity and improves reliability for passengers travelling to Gatwick and Luton airports, along with a new £53 million platform at Gatwick airport station; and the over £300 million investment on the M1 between junction 10 and 13, and the £30 million enhancements to junction 10a of the M1 that improve access to Luton airport.</p><p> </p><p>Investment has also been committed for upgrades to the M4 motorway (around £750 million) near Heathrow, as well as up to £250 million on improvements to sections of the M23 serving Gatwick, and up to £25 million on improvements to the M11 improving access to Stansted airport.</p>

answer text <p>The Secretary of State has received a request from National Express Group to give his consent to a Change of Control for them to sell the Essex Thameside franchise to Trenitalia. The Secretary of State’s role is to give or withhold consent to the sale as provided for in the Franchise Agreement. This is at the Secretary of State’s discretion, and is exercised on a case by case basis. answer text <p>I welcome the report, which demonstrates the UK Airline sector’s engagement in this serious issue. I note the recommendations, which Government will consider as part of work to develop a new Aviation Strategy.</p><p> </p><p>The Government is working on an Aviation Strategy to replace the 2013 Aviation Policy Framework and this will include consideration of available policy measures to address the climate change impacts of aviation, including those proposed by industry. answer text <p>The Government continues to take the actions of Volkswagen extremely seriously. I hold regular meetings with the company to press them on important matters including the progress of the technical ‘fixes’. On the 16<sup>th</sup> January Volkswagen informed me that they have applied ‘fixes’ to approximately 350,000 vehicles in the UK, and are currently implementing them at a rate of 20,000 a week.</p> more like this

answer text <p>Within the Invitation to Tender for the new Emergency Towing Vessel (ETV) Contract, the ‘ETV Statement of Requirements’ specified the performance and service specifications to be fulfilled as follows:</p><p> </p><p>(a) “ETVs will be manned in accordance with the requirements laid down by her Flag State, and commensurate with the tasking of an Emergency Towing Vessel, but not less than 10 crew including the Master.” The ETV, IEVOLI BLACK, complies with this requirement; and</p><p> </p><p>(b) “Crew competency is to be maintained at the highest operational standard. Tenderers must confirm that they have the operational capability to respond, as directed by the MCA, to any incident within the area. Master(s) and crew members directly involved in towing operations should have proven emergency rescue towing and ocean towage experience. Documentary evidence of crew capability and experience is to be provided by the tenderer.”</p><p> </p><p>The Assessment Panel was satisfied that the IEVOLI BLACK complies with this requirement.</p><p> </p><p>In addition; “The contractor will be expected to work with the charterer (the MCA) in developing and implementing a training programme designed to maintain crew skills. Vessel capability and crew competence will be audited annually.”</p><p> </p><p>The vessel programme, issued by the MCA will support the achievement and maintenance of this requirement.</p>
