answer text <p>The Department for Transport has, and has had for the past two years, sufficient resource and the relevant expertise dedicated to working on aviation EU Exit issues.</p><p> </p><p>We are now responsibly looking to supplement this team with some additional posts to maintain that sufficiency, as the workload is likely to increase in a particular area, owing to the forthcoming start of the formal Future Economic Partnership negotiations. Our EU Exit plans are expansive and well developed; we will be well placed to deliver a successful aviation outcome for the UK from the negotiations.</p> more like this

answer text <p>The Full Business Case for HS2 Phase One to be published in 2019 will be based upon the latest available total cost estimate for the Phase One scheme. This cost estimate will be informed by supplier feedback where contracts have been awarded and will reflect expenditure to date and projected income and maintenance costs. Where contracts have not yet been awarded (e.g. railway systems, rolling stock) HS2 Ltd estimates will be used.</p><p> </p><p>The Department’s business case appraisal regime means that the Full Business Case will be a robust and comprehensive assessment of the Phase One scheme in terms of its value for money, achievability, deliverability, strategic value and affordability. In respect to affordability we are determined that the Phase One scheme will be delivered within the funding envelope of £27.18bn (including rolling stock and in 2015 prices).</p> more like this

answer text <p>The Government does not consider a conflict of interest arises from the role of the Office of Rail and Road (ORR) in this inquiry, or the role of Professor Glaister, who has a distinguished record in the transport sector. ORR is the independent regulator for the rail sector. As a public body independent of government, the ORR is answerable to Parliament. It is established by statute, and operates under a legislative framework that assures its independence from both government and the rail companies that it regulates. The government has asked the ORR to conduct the inquiry within this framework, which assures the independence of this work.</p><p> </p><p>In undertaking this work, ORR will be supported by an expert panel of independent advisers. This will be one of the means to ensure the ORR’s own role as regulator of Network Rail and the train operating companies has been properly assessed by the Inquiry, notwithstanding its regulatory work in other areas, such as timetabling and the draft determination for Control Period 6.</p>

It should be noted that many aspects of UK rail passenger rights already go beyond the minimum EU requirements, providing comprehensive protection for passengers. answer text <p>HS2 Ltd is the procurement authority for the Main Works Civils contracts and manages the delivery of milestones within the controls set out by the Department in the Development Agreement and the Framework Document. Following consideration of supplier feedback, the HS2 Ltd Board has recently decided to move the date of Notice to Proceed from 1 March 2019 to 1 June 2019 in order to provide suppliers with additional time to optimise their designs.</p><p> </p><p>HS2 Ltd’s latest advice to Government is that Phase One remains on track to deliver HS2 services by 2026 and within the agreed funding envelope, in accordance with the Sponsors’ Requirements as set out in the Development Agreement.</p> more like this
