This is split between phases, with Phase One set at £27.18bn and Phase 2a&amp;b at £28.55bn.</p><p> </p><p>At the 2013 Spending Review the HS2 funding envelope was at £50.1bn (at 2011 prices). This funding allocation was split as follows: Phase One £21.4bn, Phase 2 £21.2bn and Rolling Stock £7.5bn. answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>Network Rail are progressing the design and development of the Western Rail Link to Heathrow and recently concluded a statutory consultation on the proposed alignment of the route. This is a major step for the scheme and is required before Network Rail can submit its planned application to the Planning Inspectorate for the necessary consents in 2019.</p><p> </p><p>In respect of the proposed Southern Access scheme, the Department undertook market testing earlier this year. The East West Rail Company are developing its operations strategy with recommendations for the Department for Transport.
