answer text <p>Department officials monitor Southeastern performance very closely and regular discussions take place covering all aspects of its service. There has been significant disruption to Southeastern services over recent months driven by industrial action, multiple infrastructure incidents and mobilising the new timetable, introduced on 11 December 2022.</p><p> </p><p>Southeastern and Network Rail have established a Joint Task Force and have already made several changes, including operating additional services and lengthening some trains where demand is higher than expected. This work continues and will provide further tactical interventions as well as focusing on improving underlying performance. There is evidence that it is having a positive impact with underlying performance on an improving trend in recent weeks. My officials and I continue to monitor Southeastern performance very closely whilst Southeastern will continue to keep stakeholders informed of developments.</p> more like this

Southeastern is not considering material changes to its timetable in May 2023 and therefore is not required to conduct a formal consultation. However, Southeastern is considering making some key targeted changes, including adding additional services in the peaks, to better match fluctuating demand and in doing so will continue to take passenger and stakeholder feedback onboard.</p> more like this

answer text <p>Rail operators, including Southeastern, have been working at pace to respond to changing passenger travel patterns since the pandemic, as it is crucial that industry stays alert to fluctuations in demand whilst delivering good value for the taxpayer and responds accordingly. Therefore, the Department agreed to consider requests from operators for derogations against the requirement to formally consult on timetable changes throughout 2022. Subsequently, on 5 August 2022 the Department issued Southeastern with a formal derogation against the requirement to undertake a consultation exercise in respect of its December 2022 timetable changes.</p> more like this

While demand patterns remain unstable and operators need to remain agile in responding to changes, it is not possible to offer meaningful consultations.</p><p> </p><p>Where operators do not have sufficient certainty, they may request a derogation from the requirement to consult. answer text <p>Southeastern’s new timetable to be introduced in December 2022 will have slightly fewer services compared to the current timetable but provides more capacity where it is needed. There will be less than 1% fewer typical weekday passenger services across the SouthEastern network compared to the current timetable.
