answer text <p>The Government recognises the need to ensure hauliers have access to appropriate services and facilities.</p><p>We are aware of the concerns expressed by many HGV drivers about the provision, quality and value of lorry parking in the UK. We have announced £32.5 million in new funding to improve roadside facilities for hauliers and are undertaking a new National Lorry Parking Survey supported by direct industry engagement to help identify where improvements are most needed. We continue to engage with key stakeholders to encourage the development of safe, secure and high-quality lorry parking.</p><p>The National Planning Policy Framework already sets out that local planning policies and decisions should recognise the importance of providing overnight lorry parking facilities, taking into account any local shortages, to reduce the risk of parking in locations that lack proper facilities or could cause a nuisance.</p><p>The Government recently published a Written Ministerial Statement to reinforce the importance of providing hauliers with access to parking and services.</p><p>The Department for Transport continues to work with the Department for Levelling Up, Housing and Communities (DLUCH) to highlight the criteria and consideration for lorry parking with Local Authorities.</p>

We continue to engage with key stakeholders to encourage the development of safe, secure and high-quality lorry parking.</p><p>(b) Safety remains our top priority and our motorways are the safest type of road in the country.</p><p>On motorways where the hard shoulder has been converted to a traffic lane, there is a whole system of inter-related features, working together to help drivers. They include clearly signed and orange-coloured emergency areas set back from the road to provide greater protection than a hard shoulder and with telephones linking directly to our control rooms.</p><p>Emergency areas are available for when a driver has no alternative but to stop and it has not been possible to leave the motorway or reach a motorway service area. They are approximately 100 meters long (the average length of a football pitch) by 4.6 meters wide and set back from the left-hand edge of the motorway.</p><p>A Smart Motorway Driver Education Course was designed and developed jointly between National Highways and Logistics UK specifically for the freight sector. Its core objective is to help improve drivers’ understanding of smart motorways and how to use them. It is available free of charge and is recognised by JAUPT (the Joint Approvals Unit for Periodic Training) as part of professional drivers’ formal accreditation. Since its launch in 2018 it has been supplied to more than 150 organisations with almost 400 courses delivered to more than 2,800 delegates.</p><p> </p>

answer text <p>We recognise the important contribution that hauliers make to the nation’s economy and are aware of the concerns expressed by many drivers, operators and residents about the provision and quality of lorry parking in the UK. We are committed to looking at both established and new approaches to increase the provision for improved overnight lorry parking in England, along with developing innovative approaches to provide more capacity.</p><p>Through the Department for Transport (DfT) Circular 02/2013 &quot;The Strategic Road Network and the Delivery of Sustainable Development&quot;, we ensure that Motorway Service Area operators provide, at a minimum, free short-term parking for up to two hours for all types of vehicle allowing people to take a break, use the facilities and or eat a meal as required.</p><p>Building on a 2020 review of lorry parking, the department continues to engage with key stakeholders to encourage the development of safe, secure and high-quality lorry parking. This includes the sharing of information and good practice, such as overcoming planning barriers to the development of lorry parks, improving standards of security and facilities to improve driver welfare, and exploring the benefits of innovation and new technology.</p><p> </p><p> </p>

answer text <p>On the 24 July 2018, the Government issued a revised version of the National Planning Policy Framework that now indicates that the need for sufficient overnight lorry parking should be considered in planning policies and decisions. My Department continues to work with the Ministry for Housing, Communities and Local Government (MHCLG) to enhance this further with Local Authorities and to highlight the criteria and consideration for HGV lorry parking applications.</p><p>I recognise that there are long standing issues around driver welfare, including adequate safe and secure HGV parking with acceptable facilities for drivers. We are committed to progressing work to support the strategic and long-term development of lorry parking provisions and are looking at both established and new approaches to increase the provision for improved overnight lorry parking in England. We are also keen to explore with the industry innovative alternative approaches to provide more parking capacity and better facilities to improve HGV driver welfare</p>

answer text <p>In seeking to support hauliers at this difficult time, the Secretary of State has written to and continues to remind all Motorway Service Area (MSA) operators of the importance of staying open and providing as many facilities as possible to Heavy Goods Vehicle (HGV) drivers while adhering to public health guidelines.</p><p> </p><p>All motorway service stations in England can remain open to HGV drivers and essential workers, providing takeaway food only, toilet facilities and fuel. MSAs have also been given an exemption, along with other transport hubs, to have their seating within the concourse still available throughout the COVID-19 pandemic, because they offer a safe place for HGV drivers and other key workers to stop and rest.</p><p> </p><p>The Department for Transport has published a joint letter with the Health and Safety Executive on gov.uk, reminding businesses of their legal obligation to provide toilet and handwashing facilities to drivers visiting their premises as part of their work.</p><p> </p><p> </p>
