answer text <p>Local authorities are currently empowered to offer local travel concessions under concessionary travel legislation. If they wish to do so, local authorities are able to offer discounted travel to young people. In addition, bus operators can offer discounted travel for young people - bus operators in 71 of the 89 TCA areas in England outside of London offered some form of discounted travel for young people in 2018/19. In addition, there is a statutory scheme for certain eligible children to receive free school transport.</p> more like this

answer text <p>Around £1 billion a year is spent on concessionary travel in England and any extensions to the scope of the statutory scheme would further increase costs. Local authorities do already however have the power to offer discretionary travel concessions over and above the statutory minimum national concession, and since 2010/11 almost all of the 89 travel concession authorities outside London have offered discretionary travel concessions.</p><p> </p><p>The Government recognises the importance of buses to improving air quality, with one bus taking up to 75 cars off the road meaning that buses take millions of car journeys off UK roads every year, reducing greenhouse gases and congestion.</p><p> </p><p>To help enhance the attractiveness of travelling by bus, we have just announced that all operators of local bus services across England will be required from 2020 to provide high quality, accurate and open data, including on routes and timetables, fares and tickets and location data, which will enable passengers to more easily plan journeys, find best value tickets and receive service updates.</p><p> </p><p> </p><p>In addition, the Government is keen to support the uptake of zero emission buses, and recently announced the winners of the Ultra-Low Emission Bus Scheme which will fund 263 zero emission buses and supporting infrastructure.</p><p> </p>

answer text <p>Restoring the previous age of eligibility for concessionary bus travel to sixty would re-create the anomaly of some non-disabled people of working-age, some of whom may be on significant wages, being entitled to a free bus pass, which was not the original intention of the national bus concessionary scheme. Re-establishing the link between concessionary bus pass eligibility and the state pension age addresses that issue and will also help the financial sustainability of the scheme.</p><p> </p><p>Local authorities have the discretion to offer concessionary travel to those who are yet to reach the qualifying age, such as have been introduced in London and Liverpool.</p> more like this

answer text <p>Funding to local authorities for concessionary travel is not provided in isolation, but as part of their Local Government Finance Settlement. This Formula Grant funding is not ring-fenced, which enables authorities to make spending decisions that more closely match local needs and circumstances.</p><p> </p><p>Eligibility for the statutory concession on medical grounds is assessed by local authorities on a case by case basis, using the seven criteria set down in legislation and supported by the Department’s published guidance.</p><p>Local authorities also have the powers to offer concessions over and above the statutory minimum, for instance by extending the concession to residents who may not qualify under the statutory criteria.</p> more like this

answer text <p>The current national concessionary scheme costs around £1 billion and, given the pressure on public finances, any further extensions to the scheme could jeopardise its sustainability.</p><p> </p><p>Restoring the previous age of eligibility for concessionary bus travel to sixty would see a return to the anomalous position of non-disabled, working-age citizens receiving free bus passes. Re-establishing the link between concessionary bus pass eligibility and the state pension age has addressed that issue.</p><p> </p><p>There are no plans to implement a national bus concession for young people. However, my Department continues to engage with the Department for Education on other concessions such as for apprenticeships. In addition, the new Enhanced Partnership powers in the Bus Services Act allows local transport authorities and bus operators to agree standard ticket rules, such as eligibility for reduced fares across operators. Local authorities already have the discretion to offer additional concessions, and are best placed to make decisions that match local needs and circumstances.</p>
