answer text <p>Driver Controlled Operation (DCO) was rolled out on Southern from January 2017. Operationally this means that drivers open and close the doors of the train – a modern and safe way of working. What this means for passengers is that they now have dedicated customer service staff (an on-board supervisor, or OBS) on every train that previously had a conductor. Should an OBS - at short notice - not be able to meet the train, then the train is no longer cancelled, as it would have been with a conductor.</p><p> </p><p>In 2016, no Southern services ran without a scheduled second member of staff on board. However, 8,119 trains were cancelled in 2016 because there was no conductor. This is because trains which are scheduled to run with a conductor cannot be run without a second qualified person on board.</p><p> </p><p>In 2017, 1.6% of Southern services scheduled to run with an OBS ran without an OBS for their whole journey, and 2.2% ran without an OBS for part of their journey.</p><p> </p><p>In 2018, 0.4% of Southern services scheduled to run with an OBS ran without an OBS for their whole journey, and 1.0% ran without an OBS for part of their journey.</p><p> </p><p>In the figures for January and February 2019, 0.1% of Southern services scheduled to run with an OBS ran without an OBS for their whole journey, and 0.5% ran without an OBS for part of their journey.</p><p> </p>

answer text <p>The majority of Department for Transport (DfT) franchisees are now under a contractual obligation to ensure that the claims process is user- friendly and not unreasonably burdensome: they are required to use all reasonable endeavours to make passengers aware of their right to claim compensation, by means such as making appropriate announcements on trains and making claims forms readily available, including on the franchisee’s website. The Government already requires new franchises to use technology to inform passengers pro-actively that they are entitled to claim, using Apps, email and onboard announcements.</p><p> </p><p>The Department will also continue to monitor and report on TOCs’ performance in making the claim process easier for passengers. In March this year, research conducted by Transport Focus on behalf of the Department for Transport highlighted that passenger satisfaction with the claim process has increased and that claims are also being dealt with more quickly, with 67% now resolved within two weeks compared to 48% in 2016. answer text <p>The minimum standards for delay compensation are set out in the National Rail Conditions of Travel (NRCoT). Franchised Train Operating Companies (TOCs) are required to have in place a Passenger’s Charter which includes their specific arrangements for compensation for passengers, with most franchised TOCs offering more than the NRCoT minimum.</p><p> </p><p>The Department for Transport has improved the compensation offer by introducing the Delay Repay scheme on all franchises that have been awarded since 2007. Delay Repay is now in place on the majority of franchised TOCs and provides compensation of at least 50% of the ticket price for delays to journeys of 30 minutes or more, whatever the cause of the delay or cancellation and whatever the type of ticket. The Department has further improved the compensation offer by introducing Delay Repay for delays of 15 minutes or more. This now operates on GTR, South Western, West Midlands and c2c and is being introduced on other franchises as these come up for renewal.</p>

answer text <p>This Government is committed to introducing discounted travel options for young people. The 26-30 railcard is currently being tested through an industry-led trial. The Rail Delivery Group is overseeing this trial and the railcard’s implementation.
