answer text <p>The setting of standing charges associated with tariffs is a commercial matter for suppliers, and suppliers have the flexibility in how they structure their tariffs. Ofgem regulates standing charges, as they do with other elements of billing. The Government is pleased that Ofgem is considering the issue of standing charges through their recent Call for Input and industry led working groups. Solutions would be implemented across electric vehicle (EV) charging sites, including those situated in rural areas. <br> <br>Our £381 million Local Electric Vehicle Infrastructure Fund aims to address regional charging inequality and transform the availability of EV charging for drivers. The data-led allocation model to award funding considers the level of rurality with local authorities in rural areas allocated additional funding compared to urban ones.</p> more like this

answer text <p>The Department has published guidance on the design and use of a standard sign indicating the location of on-street EV charging bays, and conditions of their use, in the Traffic Signs Manual.</p><p> </p><p>The Government recognises that traffic authorities must strike an appropriate balance between the provision of adequate information and over-provision of traffic signs. The Department’s guidance should help traffic authorities deliver this balance.</p><p> </p><p>Best practice guidance regarding the provision of signage for EV chargepoints has also been included in Publicly Available Standard (PAS) 1899, published by the British Standards Institution in 2022.</p> more like this

answer text <p>The Government is committed to ensuring that all electric vehicle drivers can easily find public chargepoints that they can use. The Publicly Available Standard (PAS) 1899 provides specifications on designing and installing accessible chargepoints. It also includes guidance on providing a safe environment around public chargepoints, through lighting and CCTV.</p><p> </p><p>The Department has funded initiatives to help enhance awareness and adoption of PAS 1899. For instance, the Energy Savings Trust were commissioned to develop and disseminate information on chargepoint accessibility through digital channels and industry events, as well as to advise and support local authorities on implementation of the Standard.</p><p> </p><p>Alongside this the Government is actively encouraging local authorities, and other relevant parties, to incorporate accessibility into their procurement models, including through the £381 million Local Electric Vehicle Infrastructure Fund.</p> more like this

answer text <p>As set out in the Connections Action Plan, Government is committed to improving the connections process for all customers including electric vehicle chargepoint operators.</p><p>In the Connections Action Plan, Ofgem committed to reviewing to end connection process to improve customer experience and ensure network companies provide a more consistent service to customers. This review will explore the incentives and penalties for network companies.</p><p>Building on this work, the Grid Connections Review announced in the Plan for Drivers will investigate specific issues the chargepoint sector is facing when looking to reinforce the grid. This includes exploring how we can work with network companies to provide a more consistent application process. Compliance with PAS 1899 is currently voluntary. However, Government is actively encouraging local authorities, and other relevant parties, to incorporate accessibility into their procurement models, including through the Local Electric Vehicle Infrastructure Fund. This £381 million fund will support local authorities to work with industry to ensure that the transition to EVs takes place in every part of the country.</p><p> </p><p>The Department will continue to monitor progress to assess whether further intervention is required, including through a 24-month review into implementation of PAS 1899, launched in December 2023 and led by the British Standards Institution.</p> more like this

answer text <p>The £381 million Local Electric Vehicle Infrastructure (LEVI) Fund, launched in March 2023, aims to deliver a step-change in the deployment of local, primarily low power on-street charging infrastructure across England. A condition of the LEVI Capital Fund is that the majority of project costs must be related to the installation of lower-powered infrastructure suitable for local charging, such as lamp column chargepoints.</p><p> </p><p>As part of their LEVI application, local authorities must provide evidence of engagement with their distribution network operator (DNO) regarding their proposed LEVI project. This allows DNOs to plan and maintain greater awareness of the need for grid upgrades. In the Plan for Drivers, Government committed to work with DNOs and key industry stakeholders on wider challenges to chargepoint rollout to overcome chargepoint installation barriers. This builds on the commitments and announcements in the DESNZ Connections Action Plan and Powering up Britain paper.</p>

answer text <p>The Electric Vehicle Chargepoint Grant (EVCG) scheme provides support for those who own and live in a flat, or rent any residential property, to install a chargepoint at their property. In October 2023, as part of the Plan for Drivers, the Government announced plans to widen eligibility of the EVCG scheme to include cross-pavement solutions, to make EV ownership a more practical option for those without off-street parking.</p><p> </p><p>The Government is working closely with local authorities to support the transition to electric vehicles and facilitate easier, accessible charging. The £381 million Local Electric Vehicle Infrastructure Fund (LEVI) supports local authorities in England to work with industry and transform the availability of charging for drivers without off-street parking. As part of this, the Government will fund gullies and in-pavement channels where these form part of local plans.</p><p> </p><p>The LEVI Pilot, launched in August 2022, and expanded further into February 2023, awarded almost £62 million public and industry funding to 25 local authorities across England. This portfolio will deliver close to 3,400 public chargepoints and 1,000 gullies.</p><p> </p>

answer text <p>As set out in the Powering Up Britain Energy Security Plan, and subsequent Prime Minister’s speech on net zero on 20 September, Government is committed to reducing grid connection timescales for EV charging and other projects. The forthcoming Government and Ofgem Connections Action Plan will set out action to accelerate grid connection timescales for all customers including demand projects, such as EV chargepoint infrastructure. In addition, the Plan for Drivers published in October 2023, committed to a review of grid connections, specifically focused on EV infrastructure.</p><p> </p><p>The Government has no plans to extend the scope of the Rapid Charging Fund beyond the strategic road network.
