answer text <p>As set out in the March 2012 Rail Command Paper, the Government’s policy is for a market led approach to rolling stock with flexibility for bidders on the rolling stock solutions.</p><p> </p><p>The commercial and risk position of the ScotRail franchise is a matter for Transport Scotland. The relevant documents are commercially confidential between Transport Scotland and the franchisee and the Department for Transport is unable to comment on whether there is a price advantage as a result of the approach. Price is an important consideration for rolling stock procurement, as are risk transfer to the private sector and flexibility.</p><p> </p> more like this

answer text <p>The imposition of a fixed penalty notice is a fixed tariff fine that provides an appropriate forfeit without the need for incurring the cost of a court appearance. So all of the fixed penalty notices represent fines. Likewise the roadworthiness prohibitions imposed all require a fee to be paid to remove them in addition to any cost incurred to address the faults that caused vehicle to be subjected to the embargo.</p><p> </p><p>The Department for Transport has not collected specific figures for court appearances and sentences related to offences detected by the taskforce.</p><p> </p> more like this

answer text <p>The creation of more passenger-friendly environments at major transport interchanges can improve passengers’ sense of security through for example better lighting, more information and retail outlets. It is important that all those responsible for the security arrangements at the interchange work together closely to ensure that these are as seamless and integrated as possible. At many major locations there are regular meetings where the British Transport Police (BTP) works in close partnership with local authorities, transport organisations and retailers to share intelligence and plan patrol strategies. The BTP also uses an evidence-based patrol strategy to help identify hot-spot crime locations within the interchange environment and has invested in training its front line staff so that they have the skills to challenge long-term structural or environmental issues which can allow crime to develop within a specific area.</p> more like this
