answer text <p>DFID’s financial grant aid to India will cease in 2015, as we move towards a new UK-India development partnership. After 2015, our partnership will be based on sharing skills and expertise, investing in private sector projects that benefit the poor whilst generating a return, and working together on global development issues. While current funding to NGO’s will end as individual projects come to a close over 2015/ 16, individual future projects involving Technical Assistance may find that NGO’s are the most appropriate partner.</p><p> </p> more like this

answer text <p>The United Kingdom continues to closely monitor events in Zimbabwe, including the recent changes within the ruling party. We remain committed to supporting the aspirations of the Zimbabwean people for a more democratic, stable and prosperous future.</p><p> </p><p> </p><p> </p><p>In 2013/14 we provided £106 million in aid to Zimbabwe. This aid focused on helping the country’s poorest people, including providing healthcare, water, sanitation, and access to markets needed for people to earn enough money to meet their basic needs.</p><p> </p><p> </p><p> </p><p>No UK aid goes directly through GoZ systems. UK aid is instead channelled through multilateral institutions such as United Nations Agencies, most notably the United Nations Children’s Fund (UNICEF), as well as international Non-Governmental Organisations and the private sector.</p><p> </p><p> </p><p> </p><p>The most up to date figures of DFID spend can be found in DFID’s Annual Report.</p><p> </p> more like this

answer text <p>In Syria, Lebanon, Jordan, Turkey and Iraq, DFID is supporting 13 implementing partners to carry out planned winterisation activities totalling over £32 million. This will provide an estimated 660,000 vulnerable people with items such as warm clothing, thermal blankets, mattresses, stoves, cash/vouchers and shelter support. In addition to our ongoing support to UNICEF in Syria and the region, a further £2 million has been provided to procure 65,000 blankets for Aleppo and Tartous in Syria reaching 32,500 children, and clothing kits for 45,000 children.</p><p> </p> more like this

answer text <p>UK policy on Hamas is clear: we do not talk to Hamas and we have no plan to do so at present. At the Gaza Reconstruction Conference, the UK pledged £20 million for early recovery assistance. DFID has already disbursed £5 million and will provide the remainder in 2015/16. The UK was also the first donor to support the temporary tri-partite Gaza Reconstruction Mechanism (GRM) which is facilitating the import of construction materials into Gaza.</p><p> </p> more like this

answer text <p>The UK welcomes the opportunities 2015 offers to shape an ambitious new framework for international development – including through the July Conference on development finance. This provides an opportunity to mobilise all sources of development finance and ensure these are used effectively as we seek to eradicate global poverty. An effective financing framework and agreement on ‘means of implementation’ will be an essential part of the post-2015 framework.</p><p> </p><p>We have three main objectives for the Finance for Development (FFD) process:</p><p> </p><p>· The Conference must succeed in delivering action: the agreed package on FFD must promote a more effective development finance system, including national and international enabling policies, the effective mobilisation and use of all finance sources, and an enhanced ability of national policy-makers to address multiple objectives, especially poverty eradication and sustainability/ climate change.</p><p> </p><p>· The outcome of FFD negotiations must maximise the chance of achieving a good post-2015 goal framework; and must fit with other global processes, particularly on trade and climate.</p><p> </p><p>· The package agreed on FFD should balance responsibility for implementation between developed and developing countries, between national and international actions, and between public and private sources, to achieve a paradigm shift in the development landscape.</p><p> </p><p> </p><p> </p>

answer text <p>DFID does not have a bilateral development programme in Eritrea, but makes a humanitarian contribution through UNICEF, until June 2015, for health, nutrition, water and sanitation.</p><p> </p><p> </p><p> </p><p>Across our humanitarian programmes we consider key human rights issues including issues of impartiality, protection, principles of do no harm, conflict sensitivity, access to vulnerable groups and the needs of women and girls. In countries where DFID does have, or is planning to have, bilateral development programmes, the extent of partner governments’ commitment to respecting human rights and other international obligations is one of four Partnership Principles assessed by country offices. The Government has made representations to the Government of Eritrea to improve its observance of human rights, and works with European partners on the implementation of the Eritrea Country Programme under the Eleventh European Development Fund to help provide for greater economic growth and opportunity.</p><p> </p>

The UK is providing £0.5 million to the Mechanism as part of our pledge for Gaza early recovery and reconstruction. By 10 December, more than 6,000 people had been able to buy building materials.
