answer text <p> </p><p>Thames Water Utilities Ltd established the Thames Tideway Tunnel Exceptional Hardship Procedure in August 2011. Since then Thames Water has received requests for 19 application packs and nine of these have been returned as completed applications. Of these, five have been refused for not meeting the required criteria, three have been withdrawn by the applicant, and one application is currently going through the process.</p><p> </p><p> </p><p> </p><p>Thames Water's Exceptional Hardship Procedure follows closely those schemes adopted by the Department for Transport for major road and rail projects, such as Crossrail and HS2 which built on the experience from HS1. It is not a statutory requirement and it seeks to balance the interests of Thames Water customers, who would pay for the Thames Tideway Tunnel project through their wastewater bills, and those whose properties may be affected by the project.</p><p> </p> more like this

answer text <p> </p><p>Food labelling rules are harmonised in the EU and require that food information shall not be misleading. This Government has pressed for better information for consumers during negotiations relating to food labelling in Europe.</p><p> </p><p>Food businesses are ultimately responsible for ensuring their products' safety and accurate labelling. However, Government departments and agencies back this up with more than 80,000 risk-based checks per year.In addition, Defra develops validated testing methods under its Food Authenticity Programme to check whether a product has been mislabelled or contaminated. These are then used by Public Analysts and local authorities to support food law enforcement.</p><p> </p> more like this

answer text <p> </p><p>The Government and industry first launched the joint Food and Drink International Action Plan in 2012 and a refreshed Plan last October. The Plan commits us to deliver £500 million of value to the UK economy by supporting 1,000 companies by October 2015. In 2013 exports of UK Food and Drink reached £18.9 billion from £18.2 billion in 2012. In 2013 we opened 112 markets for animals and animal products, helping increase exports to non-EU markets by £179 million to £1.35 billion. This year we have opened 54 new markets for animals and animal products.</p><p> </p><p> </p><p> </p><p>The Government has been successful in breaking down restrictions relating to BSE to provide greater opportunities to increase beef and lamb exports. Following lifting of the BSE ban by the US earlier this year, enabling export of beef once technical negotiations have been concluded, a memorandum of understanding on Transmissible Spongiform Encephalopathies has been agreed with China providing a framework for negotiations. Once opened these markets could be worth up to £181m per annum. The Government and industry continue to work together to increase food and drink exports.</p><p> </p>

answer text <p> </p><p>Securing access to Chinese markets for a range of UK products is a key priority in the Government and industry's Export Action Plan. In addition to our interests on pork, we are working closely with industry and the Chinese authorities to advance negotiations on the export conditions for poultry meat. This trade could be worth up to £70 million a year.</p><p> </p><p> </p><p> </p><p>Over the longer term, we are working to secure market access for beef and lamb exports to China estimated to be worth up to £120 million a year. We have recently agreed a Memorandum of Understanding with the Chinese authorities and this formally initiates the detailed technical negotiations. This development has been widely welcomed by industry, and whilst the negotiations are likely to take some time we will seek to conclude them as quickly as we can.</p><p> </p><p> </p><p> </p><p>We are also pressing for early agreement on exports of UK poultry meat and have invited the Chinese authorities to conduct an inward inspection visit as soon as possible. I would encourage any plant interested in exporting to China to ensure it complies fully with Chinese requirements before any inspection visit.</p><p> </p><p> </p><p> </p><p>The Secretary of State intends to visit China again this year to advance these and other UK market access interests.</p><p> </p>

answer text <p> </p><p>There are many underlying issues which result in horses being abandoned and neglected. In some cases it seems owners are struggling to cope with the costs involved in keeping a horse. In other cases, irresponsible breeders and horse traders are deliberately placing horses on land to secure grazing for their animals at no cost to themselves. In the Government's view the way to address these problems is to tackle the perpetrators directly. Anti-social behaviour orders have been successfully used in Wales and in Bristol to address fly grazing, and there is likely to be an offence under the Animal Welfare Act 2006 where a horse is abandoned. The Anti-social Behaviour, Crime and Policing Act 2014 brings forward new streamlined measures to tackle anti-social behaviour, of which the practice of fly-grazing of horses is a prime example. Where fly grazing is a particular problem, we encourage the local authorities and police to work together with landowners, farmers and welfare charities to identify the culprits and address their behaviour directly using these powers. In a number of cases and to encourage joined up working, protocols have been drawn up by some local authorities to summarise the action that can be taken under existing legislation. Defra is supplementing that guidance with advice on the new measures in the 2014 Act which come into force later this year.</p><p> </p>

Food supply is part of the UK's Critical National Infrastructure, and food industry sectors are resilient with wide and diverse sources of supply and strong contingency plans. Defra works closely with the industry and across Government, including Devolved Administrations, on the resilience of food supply, and ensures that industry sectors have the support they need to respond in the event of emergency situations.</p><p> </p> more like this

The UK Food Security Assessment, published in 2010 and subsequently reviewed biennially, is an evidence based analysis of our food security looking ahead ten years. The assessment considers the global context to UK food security as well as the resilience of UK food supply chains, and concludes that the UK has good levels of resilience based on diverse sources of supply as well as strong domestic production. The holding of stockpiles of food is not considered to be a valid indicator of food security.</p><p> </p> more like this
