answer text <p>The system of variable interest rates based on income is progressive, and ensures that higher earners make a fair contribution to the sustainability of the higher education system.</p><p> </p><p>Student loan interest rates vary with income. Only borrowers earning over £45,000 and those in study pay the maximum interest rate of 6.3% and many will be charged less than this. The system of variable interest rates help ensure that the highest earners make a higher total contribution than those on lower incomes.</p><p> </p><p>Reducing interest rates would benefit high earners only. That is why the government has increased the repayment threshold from tax year 2018-19 and will increase the repayment threshold again in April 2019, reducing monthly repayments for all borrowers earning above £25,000.</p><p> </p><p>We believe that it is right that students should contribute to the cost of their higher education and that this contribution should be linked to their income. This means that those who have benefited the most from their education repay their fair share.</p>

answer text <p>In December 2015, we published the attached statutory guidance for schools on managing the medical conditions of their pupils.</p><p> </p><p>The guidance states that governing bodies must make arrangements to support pupils with medical conditions in school. They should also ensure that sufficient staff have received suitable training and are competent before they take on responsibility to support children with medical conditions.</p><p> </p><p>The relevant healthcare professional should normally lead on identifying and agreeing with the school the type and level of training required, and how this can be obtained.</p> more like this

answer text <p>The Department for Education has no plans to initiate a twinning programme between schools in England and schools in Syria. Before the conflict, the British Council’s Connecting Classrooms programme operated in Syria and provided a funded opportunity for teachers in the UK and the Middle East North Africa region to meet and share best practice. <br> <br> Whilst this programme is not currently active in Syria, schools in Jordan, where there are a number of Syrian refugees, and schools in Lebanon, where there are high proportions of Syrian pupils, continue to participate in the programme. Once the situation in Syria stabilises, the Department for Education would be very supportive of Syria re-joining the British Council’s Connecting Classrooms programme.</p> more like this

answer text <p>The revised statutory guidance, published on 1 November 2017, for the care of unaccompanied migrant children and child victims of modern slavery attached, sets out the responsibility for all local authorities to ensure that social workers, personal advisers and their managers should understand how the child’s experiences, vulnerabilities and immigration status may impact on children. This can also have an impact on their assessment, care planning and delivery, and planning for the transition to adulthood.</p><p> </p><p>The Fostering Services Regulations 2011 clearly sets out that all foster carers must receive the training and development they need to carry out their role effectively and to meet the child’s individual needs. It is up to local fostering services to determine what training they offer so they are able to meet local needs, such as training specifically in relation to unaccompanied asylum seeking children. Many local authorities and agencies have developed evidence-based training packages for their carers on a range of related issues.</p><p> </p><p>On 1 November 2017, the Department for Education and Home Office published the attached safeguarding strategy on unaccompanied and asylum-seeking children. This sets out additional actions that the government will take to safeguard and promote the welfare of these children. Commitments include providing 1,000 training places for foster carers and support workers caring for unaccompanied children, and downloadable training resources to enable social workers to understand when and how they should be involved in a child’s immigration claim.</p>

Experimental official statistics on looked after children who went missing during the year are available in Table G1 of the same document.</p><p>During the whole year ending 31 March 2015, 190 unaccompanied asylum-seeking children were identified as having had a missing incident.</p><p>During the year ending 31 March 2016, 640 unaccompanied asylum-seeking children were identified as having had a missing incident.
