answer	answer is ministerial correction date of answer 07/02/2023 answer text <p>While DCMS does not have any estimates on the number of vacancies, the Department has published Experimental Official Statistics for skills shortages (%) in DCMS sectors and sub-sectors. These are for the year 2019, using data from the Employer Skills Survey, carried out by the Department for Education that covers England, Wales and Northern Ireland. The ESS is a biennial survey, which was delayed by a further year during the coronavirus (COVID-19) pandemic, with 2022-23 data expected to be published later this year (also currently scheduled to include Scotland).</p><p>Skills shortage vacancies are defined as vacancies unfilled because applicants did not have the necessary skills. Two measures for skills shortages are published:</p><ul><li><p>Percentage of vacancies that are unfilled due to skills shortages</p></li><li><p>Percentage of businesses with at least one skills shortage vacancy</p></li></ul><p>The “Percentage of businesses with at least one skills shortage vacancy” estimates are impacted by the fact that some businesses will not have had a vacancy. answer	answer is ministerial correction date of answer 06/02/2023 answer text <p>Price regulation in the telecoms market is a matter for Ofcom as an independent regulator. Openreach’s prices are fixed by Ofcom as part of their five-year Wholesale Fixed Telecoms Market Review (WFTMR) process and have been allowed to increase by CPI in order to reflect the significant additional costs faced when deploying new physical infrastructure. There are no plans to change the WFTMR until 2026. This is in line with industry requests for long-term stable regulation that incentivises competition and investment in the fixed telecoms market in order to increase the coverage of gigabit-capable networks as quickly as possible. This approach has been successful, with over 80 companies investing approximately £35 billion to connect premises across the UK.</p><p>The Government’s Statement of Strategic Priorities for Ofcom, published in 2019, states that we want to see regulation that incentivises network investment and ensures fair and effective competition between new and existing network operators. The Department regularly meets with Ofcom at all levels to discuss progress against its strategic priorities. My officials also regularly engage with representatives across the telecoms sector. Through the first round of the Libraries Improvement Fund, we are investing £5 million in 25 library services to upgrade their buildings and technology, equipping them to meet the changing needs of local communities. Decisions regarding the second round of the Fund – which will offer another £5 million of investment – will be made shortly.</p><p>Additionally, in September 2022 the Government appointed Baroness Sanderson of Welton as chairman of a new advisory panel to help develop a new strategy to make sure public libraries are providing the best possible service for their communities. More detail can be found <a href="https://www.gov.uk/government/news/baroness-sanderson-to-help-develop-new-public-libraries-strategy" target="_blank">here</a>. To date she has had numerous meetings with organisations with an interest in public libraries’ work, and has led two roundtable sessions. The first on 13 January in Nottinghamshire focused on the contribution public libraries make to cultural and creative enrichment and the second on 27 January in Ipswich discussed their contribution to health and wellbeing. The Minister for Intellectual Property welcomed the additional evidence and the Government has now launched a period of stakeholder engagement on implementation options, taking into account the evidence received.</p><p>We are confident that together we can design a balanced approach which supports the Government’s ambitions on AI innovation without critically undermining value for rights holders. In parallel, we are also working with industry to develop the Creative Industries Sector Vision to set out our ambitions for the sector. answer	answer is ministerial correction date of answer 26/01/2023 answer text <p>Heritage and the arts have an important role to play in boosting people’s health and wellbeing – a point which has been underlined by our experience during, and since, the COVID-19 pandemic. DCMS and our arm’s-length bodies, including Arts Council England and Historic England, play an important role in the Government’s work to improve health and wellbeing.</p><p>Arts Council England’s ‘Creative Health and Wellbeing Plan’ sets out its ongoing commitment to help people live happier, healthier lives, while Historic England’s ‘Wellbeing and Heritage Strategy’ aims to ensure that everyone can experience the wellbeing benefits of heritage. Both organisations work with the NHS and partner with the National Academy of Social Prescribing.</p><p>The Government’s <a href="https://www.gov.uk/government/publications/opportunity-for-all-strong-schools-with-great-teachers-for-your-child" target="_blank">schools White Paper</a>, published in March 2022, said that all children should be entitled to take part in sport, music and cultural opportunities, noting that “These opportunities are an essential part of a broad and ambitious curriculum, and support children’s health, wellbeing and wider development, particularly as we recover from the pandemic.” The Government published updated <a href="https://www.gov.uk/government/news/sport-and-music-education-championed-with-new-investment" target="_blank">plans</a> to support sport and <a href="https://www.gov.uk/government/publications/the-power-of-music-to-change-lives-a-national-plan-for-music-education" target="_blank">music</a> education in 2022, and will publish a <a href="https://www.gov.uk/government/news/baroness-bull-cbe-appointed-chair-of-the-expert-advisory-panel-for-the-cultural-education-plan" target="_blank">cultural education plan</a> in 2023, which DCMS is working with the Department for Education and our arm’s-length bodies in developing.</p> answering member constituency Pudsey answering member printed Stuart Andrew question first answered 26/01/2023 18:09:19 answering member 4032 label Biography information for Stuart Andrew
