answer	answer is ministerial correction date of answer 19/05/2022 answer text <p>The Secretary of State for the Department for Digital, Culture, Media and Sport has written to, and met virtually, the Ukrainian Minister of Culture, offering whatever practical support is feasible, and has since been keeping in regular contact, discussing, among other issues, the protection of cultural property in Ukraine. I also met the Deputy Minister, Kateryna Chuyeva, at the Venice Biennale this year where I reinforced this offer.</p><p>As of 9 May, UNESCO had verified damage to 127 cultural sites in Ukraine since Russia’s illegal invasion. We are continuously working with UNESCO, Blue Shield International, the British Council, and other allies to ensure Russia meets its obligations under the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict.</p><p>Through the Cultural Protection Fund – a partnership between DCMS and the British Council – Her Majesty’s Government is also directly supporting the Cultural Emergency Response for Ukraine, an international effort co-ordinated by the Prince Claus Fund. The Cultural Emergency Response has provided urgent assistance to Ukrainian museums and collections at risk from looting, damage, and destruction. answer	answer is ministerial correction date of answer 17/05/2022 answer text <p>DCMS-sponsored museums operate independently, at arm’s-length from Her Majesty’s Government, so the Department does not direct their curatorial and partnership activities. Museum collections serve a range of purposes, and are not always suitable for public display. Only a proportion of a museum’s collection will be displayed at any given time, with the remainder either unsuitable for general display or undergoing conservation, on loan to other venues, or in storage but accessible in parts to the public and researchers alike.</p><p>DCMS does require its sponsored museums to share their collections, skills, and expertise nationwide, for the enjoyment, education, and entertainment of people across the UK. The Department produces an annual Partnerships Report documenting the extent of this national partnership work, which takes a variety of forms, with a broad range of partners. For example, in the year 2019-20, the national museums (including those sponsored by other government departments and the devolved administrations) undertook 1,534 “loans out” of 59,870 objects to institutions across the UK. Section 10 (1) of the Act already encompasses not only written records but ‘records conveying information by any other means whatsoever’ including information held and recorded through electronic communications.</p><p>Guidance is also provided in Section 46 Code of Practice on the Management of Records issued by me as the Secretary of State for DCMS under the Freedom of Information Act 2000 (FOIA). The Code was updated and published in July 2021 (as outlined in the Written Statement of 15 July 2021, HCWS185). It provides principle-based guidance for relevant public authorities on contemporary information management practice in the modern digital working environment.</p><p>There also exists a variety of supporting guidance at both departmental and cross government level that provides advice for ministers, private offices and civil servants on their record keeping responsibilities.
