answer text <p>The process to appoint a new Northern Ireland Member to the board of the BBC will be a fair and open competition, run in accordance with the Governance Code on Public Appointments.</p><p>The role has been vacant since the Board was formed in 2017. It was not possible to make an appointment to the board at that time due to the dissolution of the Northern Ireland Executive. A process to appoint a Northern Ireland Member was run in 2021, but Ministers decided to restart the process due to an insufficiently diverse and broad longlist. answer text <p>The Government Property Agency (GPA) acts as a landlord to government department clients, including Cabinet Office, the Department for Business, Energy and Industrial Strategy, the Department for International Trade, the Department for Education and others.</p><p>I refer the hon. Member to <a href="https://questions-statements.parliament.uk/written-questions/detail/2021-10-19/58831" target="_blank">PQ58831</a>.</p><p>GPA has started a Net Zero Offices Programme, which seeks to remove fossil fuel boilers (where they have reached end of economic life) and replace them with more environmental forms of heating such as use of air source heat pumps and, in the case of the Whitehall District Heating System, the utilisation of ground source heat pumps. The Net Zero Offices Programmes is seeking funding for its heat decarbonisation projects through applications to the Public Sector Decarbonisation scheme.</p><p> </p> more like this

answer text <p>Whilst the upgrade of UK landlines from the Public Switched Telephone Network (PSTN) to Voice over IP (VoIP) technology is an industry-led initiative, the government and Ofcom are working together to ensure consumers and sectors are protected and prepared for the upgrade process.</p><p>In order to function correctly, VoIP services require a minimum stable connection speed of just 0.5Mbps, and voice-only services will still be available to consumers in the UK who do not wish to purchase a general internet connection.</p><p>Ofcom has issued guidance on this migration which states that providers should take steps to identify at-risk customers and engage in effective communications to ensure all are protected and supported in the switch-over process.</p><p>Moreover, the PSTN migration does not affect the universal service obligations set in the Electronic Communications (Universal Service) Order 2003 which require the designated providers to offer telephony services throughout the UK. BT and KCOM are therefore still required to maintain access to a range of telephony services as well as provide a series of special measures designed for users who have a disability.</p>

answer text <p>The Gambling Commission can fine a gambling operator if a licence condition has been breached. In some circumstances, the Commission may decide to agree a regulatory settlement instead of issuing a fine. While fines are paid to the exchequer, regulatory settlements are divested by the company to third parties.</p><p>Since April 2018, the Gambling Commission has imposed financial penalties in excess of £100,000 on 46 operators. These include both fines and regulatory settlements where an operator has admitted fault and made a payment in lieu of a fine, at a level agreed with the Commission. answer text <p>The Government takes the issue of misinformation and disinformation very seriously.</p><p>The Online Safety Bill will force companies to take action to prevent the proliferation of illegal content online that is in scope of the Bill, including illegal misinformation and disinformation. This would include misinformation containing direct incitement to violence such as encouraging violence against public health officials on the false premise that COVID-19 is a hoax.</p><p>The Law Commission’s recommended false communications offence is also being brought into law through the Bill. This will capture any communications where the individual knows the information to be false but sends this communication intending to cause harm. This would include dangerous disinformation about the vaccine, or hoax COVID-19 treatments. The offence will be summary only and will carry a maximum penalty of imprisonment for a term not exceeding 51 weeks or a fine, or both.</p><p>The Online Safety Bill will also require the biggest companies to address content that is legal but causes significant physical or psychological harm to adults - including some types of misinformation and disinformation, such as anti-vaccination content.</p><p>Alongside this legislation, the government has also developed a Media Literacy Strategy and SHARE checklist which aims to increase audience resilience by educating and empowering those who see, inadvertently share and are affected by false and misleading information.</p>

answer text <p>We recognise the vital part that books, reading and public libraries play in the lives of so many people, and the pleasure they bring to people of all ages.</p><p>DCMS is supporting World Book Day through organisations that are in receipt of public funds provided by the department. Arts Council England provided funding of £94,360 to World Book Day in January 2021, to deliver a multi-year project - ‘<em>Growing reading for pleasure for children &amp; young people 2021-2022</em>’. The project finishes in August 2022 and includes support for this year’s World Book Day event on 3 March.</p><p>In addition, Libraries Connected (the sector support organisation for libraries) has been encouraging public libraries to take part in the celebrations, to order publicity materials and to sign up and promote the £1 books. Libraries Connected is also highlighting World Book Day through its social media channels, website and other publicity, as will DCMS.</p><p> </p> more like this
