answer text <p>In recent years we have made a significant investment in the development of public service mutuals. We delivered a number of targeted support programmes, such as the Government’s Mutual Support Programme 2. We have also commissioned external research projects on Mutuals, the findings of which will be published shortly.</p><p> </p><p>We have published tools and resources which replicate a number of the technical and legal consultancy services provided through the Government’s Mutual Support Programme 2. These will enable organisations and departments to explore mutualisation independently, where it aligns with their public service reform agendas.</p><p> </p><p>These targeted programmes were always intended to be time limited and came to an end as of March 2020, and at this time the Mutuals Team, which led these programmes, was also disbanded. While we no longer have a team focused specifically on mutuals, we continue to be supportive of this model and will maintain an interest as part of our wider social enterprise agenda.</p><p><strong> </strong></p>

answer text <p>As part of the government’s world leading Events Research Programme, we are trialling the use of negative Lateral Flow Tests as part of test-on-entry protocols and how technology could be used to demonstrate vaccine status via the NHS app through Phase 3 of the Government’s Events Research Programme.</p><p><strong> </strong></p><p>Event organisers only hold the standard data required for ticket purchasing and processing.</p><p> </p><p>Attendees do not need a smartphone to demonstrate their Covid-status. They can have their vaccination status, or negative Lateral Flow Device (LFD) test emailed to their email address. This can be printed out from a PDF, and the printed copy brought with attendees to an event.</p><p> </p><p>Any positive tests are reported through NHS Test and Trace, with contact tracing undertaken to ascertain details of activity during the day of the event, including travel, seating, and activity at the venue. All testing data is held by NHS Test and Trace, details on their privacy notice can be found here: <a href="https://contact-tracing.phe.gov.uk/help/privacy-notice" target="_blank">https://contact-tracing.phe.gov.uk/help/privacy-notice</a>.</p><p> </p><p>A Data Protection Impact Assessment and Public Sector Equality Duty Assessment have been completed for the EURO matches being played at Wembley as part of the Events Research Programme. As DCMS will not be collecting any personal data at these events, GDPR does not apply in this instance.</p><p> </p>

answer text <p>Government does not hold figures relating to bids for the third licence to operate the National Lottery.</p><p><strong> </strong></p><p>The National Lottery Commission awarded the third licence to the operator which was assessed as being the most likely to maximise returns to good causes, and able to run the National Lottery with due propriety and to protect the interests of participants.</p><p><strong> </strong></p><p>Further information on how awarding of the third licence was conducted can be found in the National Lottery Commission’s report on the third licence competition published in 2008.
