answer text <p>Local authorities in England have a statutory duty under the Public Libraries and Museums Act 1964 to provide a comprehensive and efficient library service. In considering how best to deliver this statutory duty, each local authority is responsible for determining local needs and delivering a modern and efficient library service that meets the requirements of their communities within available resources.</p><p> </p><p>The Department encourages local authorities to make appropriate use of the expertise of library staff and available technology to support and enhance the delivery of their library services. The use of technology to allow access to a library outside of staffed hours would not of itself mean that a local authority is failing in its duty to provide a comprehensive and efficient library service. It is important that the local authority strikes a suitable balance between the provision of staffed and self-service library services to provide a comprehensive and efficient service overall.</p>

answer text <p>The Secretary of State has powers to intervene in certain media mergers on public interest grounds under the Enterprise Act 2002. The decision to intervene is quasi-judicial and must be taken independently based on all relevant evidence available. Guidance on the Enterprise Act 2002 sets out the scope of the broadcasting and cross-media public interest considerations. Any transaction will be looked at on its merits, on a case-by-case basis. Due to the quasi-judicial nature of the decision, it would be inappropriate to comment further in relation to any specific transaction.</p> more like this

answer text <p>The review of the sustainability of high-quality journalism is being led by an external chair, Dame Frances Cairncross, with support from an advisory panel of industry experts. It is for the Chair to determine what analysis and research will be carried out to inform her final report.</p><p> </p><p>Alongside the review, DCMS have commissioned a piece of sector analysis, looking at the changing state of the press market and assessing new business models being deployed by news publishers at a national, regional and local level. answer text <p>We are keen to support the Scottish Government through its current procurement and continue to provide every assistance to deliver Superfast broadband along with new fibre networks to Scotland. The Secretary of State recently appeared before the Scottish Affairs committee to discuss digital connectivity in Scotland.</p><p> </p><p>In addition, officials from the department have had regular meetings with their counterparts at the Scottish Government including providing technical advice and guidance to the Scottish Government programme team.</p> more like this
