I met with the French Minister for Sport last week, and raised these concerns directly, and we will continue to work closely with the relevant authorities and with Liverpool FC.</p><p>We welcome the fact that UEFA have commissioned an independent investigation, and issued an apology to fans who attended the final; and that the French Government has commissioned a review of the delivery of the event and will also be supporting the UEFA investigation.</p><p>UEFA has in place a complaints procedure for fans to present evidence, and Liverpool FC are collating fan experiences, via their website, to contribute to the UEFA investigation. We urge fans to send accounts of their experiences to the club.</p><p>Fans deserve to know what happened. So it is absolutely right that the relevant authorities are now fully investigating these events. answer	answer is ministerial correction date of answer 15/06/2022 answer text <p>The Government consulted extensively on the future of Channel 4, and the views and evidence gathered from a wide range of stakeholders has informed the government’s assessment of any potential impact of a change of ownership. The Government published its <a href="https://www.gov.uk/government/consultations/consultation-on-a-change-of-ownership-of-channel-4-television-corporation/outcome/decision-rationale-and-sale-impact-analysis-for-a-change-of-ownership-of-channel-4" target="_blank">sale impact analysis</a> on 28 April.</p><p>Channel 4 has done an excellent job in supporting the UK production sector and thereby delivering on one of its founding purposes. Forty years on, independent production in the UK is now booming, with revenues having grown from £500 million in 1995 to £3 billion in 2019. Companies are increasingly less reliant on Public Service Broadcasters (PSBs), including Channel 4 for commissions.</p><p>Channel 4 still has an important part to play in supporting the sector and our wider creative economy. Channel 4 will still be required to commission a minimum volume of programming from independent producers, in line with the quotas placed on other PSBs.</p><p>Channel 4 has strong relationships with independent producers right across the UK and there is no reason this should change. The Government expects a new owner to want to build on and develop those relationships.</p><p>The Government believes that in the long run the UK production ecosystem will benefit from a more sustainable Channel 4. answer	answer is ministerial correction date of answer 14/06/2022 answer text <p>The UK attracts world class artists, entertainers and musicians and we will continue to do so as the travel and entertainment sectors open up post-pandemic.</p><p>My department regularly engages with representatives from across the UK cultural sector to ensure we have an ongoing picture of mobility and migration needs. We use this evidence to work with the Home Office so we can continue to provide the best welcome for international talent.</p><p>There are several routes of entry available to artists wanting to come to perform and work in the UK for a variety of durations and purposes.</p><p>Using the Standard Visitor route, international artists and cultural professionals may perform at events, make personal appearances, take part in competitions, promotional activities and auditions, for up to 6 months without the need for formal sponsorship or a work visa if they are not being paid beyond expenses or prize money.</p><p>Under the Visitor route, artists can also receive payment for appearances at permit free festivals for up to 6 months, or for up to one month for a specific engagement.</p><p>Artists, cultural professionals, and support staff who are being paid in the UK may also qualify for entry under the Temporary Worker - Creative Worker route, if they are sponsored by a UK entity licensed with UK Visas and Immigration for this purpose. Entry is for up to 12 months and the relevant rules also provide for accompanying dependents. This has included severely restricting Russian and Belarussian state organisations’ participation in cultural events, public shows of solidarity with Ukraine from cultural organisations, and the cancellation of high-profile exhibitions and tours to the UK. DCMS is continuing to work with the cultural sector to understand the impacts of the situation and, where appropriate, is engaging with other government departments. Ministers and officials have held meetings with sector representatives to discuss this directly. The Secretary of State and Minister for Arts have met members of the Ukrainian Government, Oleksandr Tkachenko and Kateryna Chuyeva, either virtually or in person, and regular communication is ongoing.</p><p>The British Council’s planned UK-Ukraine Season of Culture is going ahead from June-November 2022 and will involve British and Ukrainian artists, creative sectors, and educators. It will celebrate 30 years of formal diplomatic dialogue between the UK and Ukraine. The programme will advance knowledge of Ukraine in the UK, position the country’s cultural achievements, and create opportunities for Ukrainian creatives to develop lasting partnerships with their UK counterparts. answer	answer is ministerial correction date of answer 14/06/2022 answer text <p>The Government is committed to supporting UK creative industries to adapt to new arrangements with the EU.</p><p>We are supporting the sector by clarifying arrangements on visas, movement of goods and haulage, including through bilateral engagement with Member States. We have taken steps to support specialist concert hauliers, and worked across government and with industry to develop guidance including ‘landing pages’ on <a href="https://www.gov.uk/government/collections/touring-europe-checklists-for-the-arts-cultural-creative-and-heritage-sectors" target="_blank">GOV.UK</a> specifically for touring musicians and other creative sectors.</p><p>We have clarified existing arrangements and established that:</p><ul><li><p>Nearly all Member States offer visa and work permit free routes for musicians and creative performers. This includes, following extensive engagement by the government and the creative sector, Spain and most recently Greece, who announced a visa and work permit free route in June 2022;</p></li><li><p>Portable musical instruments, carried or in a vehicle, can be transported cost-free and should not require ATA Carnets; and</p></li><li><p>Small ‘splitter vans’ are not subject to the Trade and Cooperation Agreement limits around ‘haulage for the creative sectors’ and ‘cross trade’. In addition, the Department for Transport is implementing dual registration to support specialist hauliers, meaning they can benefit from more generous market access and cabotage arrangements in GB and the EU.</p></li></ul><p>The Government raised touring with the European Commission at the first meeting of the UK-EU Partnership Council in June 2021.
