answer	answer is ministerial correction date of answer 15/01/2020 answer text <p>The ambition to invest £5bn for the rollout of full fibre and gigabit capable networks in the hardest to reach areas of the UK was announced in September 2019. This was reiterated in the Conservative Party Manifesto. In anticipation of the funding being announced in the March budget, mobilisation of the delivery programme is underway.</p><p>An application for State Aid approval has been submitted in parallel to both the European Commission and the UK Competition and Markets Authority. <br>Modelling of the Intervention Area (“the final 20% of premises / F20”) is underway. <br>The procurement approach is being designed in conjunction with Government Commercial Organisation and Crown Commercial Services</p><p>The delivery team is ramping up resources, processes and systems in preparation<br>Supplier and Local Authority engagement and workshops are underway<br> <br>Plans are not yet at a sufficiently mature or at a sufficiently detailed stage to answer funding plans and dates at a constituency level, however we will provide more granular detail over the coming months. In the meantime our existing fibre delivery programmes continue to deliver further coverage. However, National Historic Ships UK (NHS-UK), an independent advisory body reporting to DCMS, responded to the Maritime and Coastguard Agency's 2019 consultations on behalf of the sector, and discussed the potential impacts of the new requirements on vessels on the National Historic Ships Register, which it maintains. answer	answer is ministerial correction date of answer 09/01/2020 answer text <p>Football clubs and grounds are the heart of local communities, they have unique social value and many with a great history. it is vital they are protected and fans should have their voices heard.</p><p>The Fans Fund, funded by the Premier League and administered by the Football Supporters’ Association (FSA), includes funds to assist Supporters’ Trusts of clubs in the National League, English Football League and Premier League with the professional fees needed to build a credible bid when an ownership opportunity arises.</p><p>The FSA can provide support and advice to fans considering supporter ownership as part of their important work representing and connecting football fans across the country.</p><p>The Premier League and English Football League now also require clubs meet with supporters at least twice a year to discuss strategic issues, giving fans the opportunity to shape the direction of the club.</p><p>We have committed to a fan led review of football governance, which will include consideration of the Owners’ and Directors’ test.</p><p> </p> answering member constituency Selby and Ainsty answering member printed Nigel Adams question first answered 09/01/2020 14:07:42 answering member 4057 label Biography information for Nigel Adams

answer	answer is ministerial correction date of answer 14/01/2020 answer text <p>Local authorities in England have a statutory duty to provide a comprehensive and efficient library service. It is for individual local authorities to decide how best to provide a public library service that meets local needs within their available resources. The net expenditure on the library service by local authorities in England increased in 2018/19 from 2017/18.</p><p>DCMS works across central and local government to encourage investment in libraries to ensure they can continue to support the delivery of local and national priorities and needs. The DCMS funded Libraries Taskforce was established, by DCMS and the Local Government Association, to devise and implement the “Libraries Deliver” strategy which is helping support and reinvigorate the public library service in England. It has worked with sector partners to advocate for libraries and to share and promote good practice to help libraries better serve their communities.</p><p>In October 2019 DCMS also announced the £250 million Cultural Investment Fund, of which over £125 million will be invested in regional museums and libraries over five years from 2020/21. The 60 commitments made in the loneliness strategy vary widely and so learning is captured in different ways. Many of these commitments are still in progress and evaluation will emerge over time.
