answer text <p>The government’s decision on the future of Channel 4, including its role with the independent production sector, will be informed by the responses to our recent consultation, which are still being analysed.</p><p>We are pleased that the UK’s independent production sector is flourishing and has become less reliant on income from PSBs over the years. Between 2008 and 2018, the contribution of PSB commissions to sector revenue fell from 64%-42%. But Channel 4 - and other PSBs - still has an important role to play in supporting independent production and the wider creative economy.</p><p>Whatever decision is made, it will not compromise the government’s commitment to this sector. Channel 4’s ability to work with independent producers is a strength to be celebrated and maintained into its future, and is not at odds with private investment.</p><p> </p> more like this

answer text <p>The Government’s sport strategy, 'Sporting Future'', stresses the importance of helping under-represented groups and isolated communities, including disabled people, to take part in sport and physical activity.</p><p>Sport England, DCMS's arm’s length body for grassroots sport in England, launched their ten year strategy earlier this year, ‘Uniting the Movement’. The strategy reinforces their commitment to tackle inequalities in sport and physical activity, and provide opportunities to people that have traditionally been left behind, including disabled people. Sport England have also ensured that each of their programmes impact directly on disabled people, along with specific initiatives like the 'We Are Undefeatable' campaign, the Tackling Inequalities Fund and partnerships with groups such as Disability Rights UK, Activity Alliance, Aspire, Sense, International Mixed Ability Sport.</p><p>In addition, we are committed to championing disability sport at the highest levels, with continued support for Paralympic sports through UK Sport funding. We support the hosting of major sporting events in the UK such as the Rugby League World Cup in 2022, which will, for the first time in the event’s history, concurrently host the Men’s, Women’s and Wheelchair tournaments. We are also hosting the 2022 Commonwealth Games in Birmingham which will be the most inclusive Games ever, featuring the largest ever integrated para sport programme and which builds on the Games’ ambition of being the ‘Games for everyone’. We have also ensured the continued visibility of the Paralympics by adding the games to the list of protected sporting events that must be available to free-to-air broadcasters.</p>

answer text <p>Linear TV broadcasting is facing increasing and unprecedented pressure from competition for viewers from high spending streaming giants, and there is growing pressure on TV advertising revenues too. Ofcom have recognised these challenges in their latest recommendations to the government on the future of public service media, published on 15 July.</p><p>Channel 4 is uniquely constrained in its ability to meet these challenges while it remains under public ownership. In comparison to other public service broadcasters, its access to capital is highly constrained. By virtue of the publisher-broadcaster restriction and borrowing restrictions placed upon it, its ability to diversify its income streams is also limited. These factors restrict Channel 4’s ability to respond to changing market dynamics now and into the future.</p><p>Recognising this challenge, we are looking at reform to protect Channel 4's long term future so it can continue to be a valued public service broadcaster, serving audiences with great public service content for years to come.</p><p>We have consulted on the best model to ensure Channel 4’s sustainability. We are analysing all the responses to ensure evidence feeds into the government’s policy-making and final decision.</p><p> </p>

answer text <p>DCMS collects data on levels of loneliness in England through its annual <a href="https://www.gov.uk/government/collections/community-life-survey--2" target="_blank">Community Life Survey</a>. In addition, the Department commissioned a Community Life Survey Re-Contact Survey last year, to provide data on the period April 2020 to March 2021. These sources suggest that prevalence of loneliness has remained similar to pre-COVID levels, with 6% of adults reporting that they are always or often lonely.</p><p>The Department does not collect robust data on loneliness in local areas. However, DCMS works closely with experts such as the Office for National Statistics (ONS) to monitor other data sources and build our understanding. ONS recently published the first estimates of loneliness at a local authority level. As the <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/wellbeing/articles/mappinglonelinessduringthecoronaviruspandemic/2021-04-07" target="_blank">ONS report</a> states, because of small sample sizes and large confidence intervals, local authorities should not be ranked against each other.</p><p>The Department continues to take action to tackle loneliness through public communications to get people talking about loneliness, and supporting organisations across different sectors. This includes:</p><ul><li><p>Awarding £260,000 to 9 organisations through the Loneliness Engagement Fund, to deliver communications and engagement activity that reaches groups at a higher risk of loneliness, including young people and people with disabilities.</p></li></ul><ul><li><p>Continuing to deliver and expand our Tackling Loneliness Hub, which provides a space for over 70 organisations across the public, private and voluntary sectors to share expertise and develop innovative ways to tackle loneliness on an online platform.</p></li></ul><ul><li><p>Sharing practical tips and signposting to support through our public communications activity. During Loneliness Awareness Week in June, we partnered with organisations including TikTok, BT and the Royal Mail to reach more people than ever.</p></li></ul><p>Copies of the <a href="https://www.gov.uk/government/publications/loneliness-annual-report-the-first-year" target="_blank">first</a> and <a href="https://www.gov.uk/government/publications/loneliness-annual-report-the-second-year" target="_blank">second</a> reports on the government's work on tackling loneliness are available in the Libraries of the House and online. A third annual progress report will be published in February 2022.</p><p> </p>

answer text <p>Formal, structured meetings are usually minuted, however, not all meetings need to be minuted. For example all DCMS internal decision making Board and Committee meetings, within its formal governance framework, are minuted. In regards to other meetings, the general guidance that DCMS provides officials within the department supports them to make judgements as to what meetings need to be minuted, noting their Civil Service Code obligation to ‘keep accurate official records’.</p><p>Specific procedures are in place for external meetings involving ministers.
