answer text <p>We welcome the valuable contribution of the Cultural Cities Enquiry report to the cultural sector and fully recognise the benefits that investment, alongside philanthropy, can bring to a cities cultural offer.</p><p> </p><p>The Government appreciates the impact of different investment models in driving inclusive growth, and my officials will consider the recommendations set out in the report closely.</p><p> </p><p>In support of the report’s vision, my department has announced funding of up to £110,000 to support early adopters across England in establishing ‘Culture Compacts’. These will bring together local partners to deliver a shared vision for investing in culture at a local level to drive inclusive growth. Arts Council England will begin work with the Core Cities Group and the Key Cities Group to identify a number of cities to become early adopters.</p> more like this

answer text <p>The Government is committed to maintaining a news environment, both online and offline, where accurate content can prevail. We regularly meet with the major social media companies to discuss their progress in tackling disinformation on their platforms including their use of fact-checking mechanisms.</p><p> </p><p>We are exploring options for addressing disinformation in the Online Harms White Paper, to be published shortly. The White Paper will set out legislative and non-legislative measures to tackle a wide range of harms and set clear responsibilities for social media companies to protect their users.</p> more like this

answer text <p>Government is taking a range of measures to protect children and young people from harmful online content.</p><p>Through the Digital Economy Act 2017, the government is introducing a requirement for commercial providers of online pornography to have robust age verification controls in place to prevent children and young people under 18 from accessing pornographic material.</p><p> </p><p>In addition we have worked with Internet Service Providers to introduce a rigorous and comprehensive system of family-friendly content filtering, through which parents can help protect their children from viewing harmful content over home broadband networks.</p><p> </p><p>Through the UK Council for Child Internet Safety we have produced a practical guide for providers of social media and interactive services, in which we set out best practices for preventing children from encountering harmful content.</p><p>Furthermore, the Data Protection Act 2018 introduced a new requirement for the Information Commissioner’s Office (ICO) to produce a statutory code of practice on age-appropriate design. This code will ensure that websites and applications are designed in a way that makes clear what data is being collected on children, how this data is being used, and how both children and parents can stay in control of this data.</p><p>Nevertheless there is still more to do, which is why we will shortly be publishing an Online Harms White Paper, which will set out a range of legislative and non-legislative measures detailing how the Government will tackle the full range of online harms and set clear responsibilities for tech companies to keep UK citizens safe.</p><p> </p><p> </p>

All countries must take action to protect their societies against disinformation. By agreeing on the Action Plan, the EU has signalled that disinformation activity from any source will not be tolerated. answer text <p>Under the Data Protection Act 2018, those defined as data controllers, which may include elected councillors, police and crime commissioners and elected mayors, are no longer required to notify and register with Information Commissioner’s Office (ICO). Data controllers are however required to pay an annual charge to the ICO and provide the information necessary to determine that charge unless a relevant exemption applies. The Data Protection (Charges and Information) Regulations 2018, which came into force on the 25th May 2018, introduced a new data protection charge, replacing the previous notification fee, which was associated with the previous legal requirement on data controllers to register with the ICO.</p><p> </p><p>Currently, data controllers do not have to pay the annual data protection charge if they process personal data without an automated system, such as a computer, or if they only process personal data for one (or more) of the following purposes: staff administration; advertising, marketing and public relations; accounts and records; not-for-profit purposes; personal, family or household affairs; maintaining a public register; and judicial functions. Charities and small occupational pension schemes are also automatically subject to the lowest tier of charge.</p><p> </p><p>On 17th December 2018 an amendment to the Regulations was laid in Parliament to introduce a new exemption for the payment of the annual data protection charge for (i) members of the House of Lords; and (ii) elected representatives, as defined in paragraph 23(3) of Schedule 1 to the Data Protection Act 2018 (“the DPA 2018”) in connection with the discharge of their respective functions; and (iii) relevant processing undertaken by candidates (prospective and validly nominated) seeking to become elected representatives. This new exemption would apply specifically to elected councillors, police and crime commissioners and elected mayors.</p><p> </p><p>Subject to Parliamentary processes (and a vote in each House), the exemption will come into force from 1 April 2019.</p>
