Local authorities allocate funding and deliver youth services in line with local need. The Government has made over £200bn available to local authorities to spend on local services over this Spending Review.</p><p> </p><p>The Government is committed to making sure young people have opportunities to develop their skills and benefit from youth services, which are an important partner in the strategy to tackle the root causes of serious violence. The Office for Civil Society (OCS), now based in DCMS, has spent over £667m on youth programmes and supporting youth service delivery between 2014/15 and 2017/18 - with £190m of that being spent in 2017/18.</p><p> </p><p>In addition, a new £200 million Youth Endowment Fund will be delivered over 10 years and will support interventions with children and young people at risk of involvement in crime and violence, will focus on those most at risk of youth violence including those displaying signs such as truancy, aggression and involvement in anti-social behaviour in order to steer them away from becoming serious offenders.</p><p> </p><p>My department will continue to work closely with the Home Office on the implementation of the Serious Violence Strategy.</p> answering member constituency Eastleigh answering member printed Mims Davies question first answered 14/03/2019 17:15:57 answering member 4513 label Biography information for Mims Davies

answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>The provision of open access youth services in Scotland is the responsibility of the Scottish Government.</p><p> </p><p>Government recognises the transformational impact that open access youth work can have especially for young people facing multiple barriers of disadvantage, that is why we have invested £40m in the Youth Investment Fund to boost open access youth services in 6 disadvantaged areas and expect over 300,000 young people to benefit.</p><p> </p><p>However Local Authorities in England have a statutory duty to provide sufficient open access services in their area. We believe they are best placed to know what is required in their communities.</p><p> </p><p>The Government announced in the Civil Society Strategy its commitment to reviewing the guidance which sets out the statutory duty placed on local authorities to provide appropriate local youth services. Many local authorities have youth participation functions, including youth councils, and there are youth service models, such as mutuals, which offer young people a major role in the design and delivery of services.</p><p> </p><p>Nationally, DCMS provides funding to the British Youth Council to run the UK Youth Parliament and other youth voice activities, where young people can have their say about a range of issues. Section 251 data gathered by the Department for Education shows that between 2012/13 and 2015/16 total local authority spending on youth services has reduced by 36%.</p><p> </p><p>Local authority spending is only one part of the picture: many local authorities are creating new partnerships and models to respond to the changing funding landscape.
