Ofcom is required under the Communications Act 2003 and Broadcasting Act 1996 to draw up a code for television and radio, covering standards in programming. answer	answer is ministerial correction date of answer 13/09/2018 answer text <p>Local authorities in England have a statutory duty under the Public Libraries and Museums Act 1964 (1964 Act) to provide a comprehensive and efficient library service. Under the 1964 Act, the Secretary of State has a duty to superintend, and promote the improvement of, the public library service provided by local authorities in England, and to secure the proper discharge by local authorities of their library authority functions.</p><p> </p><p>The Libraries Taskforce, jointly established by DCMS and the Local Government Association to provide leadership and help to reinvigorate the public library network in England, published a guidance document “Libraries as a statutory service” on GOV.UK in December 2015 to help guide local authorities about the legislative framework for library services.</p><p> </p><p>In addition, information and good practice about library service provision is available to local authorities through the Libraries Taskforce toolkits and regular blogs. Many of these provide innovative ideas and case studies from library services across England to share options and good practice. In recognition of the importance of legacy giving, the Government offers a reduced rate of inheritance tax for individuals leaving charitable gifts. answer	answer is ministerial correction date of answer 14/09/2018 answer text <p>My Department works closely with the Office for National Statistics (ONS) to develop policies that improve well-being.</p><p>The ONS wellbeing estimates are incorporated into the DCMS Taking Part Survey. This annual survey is commissioned to provide an evidence source on participation in culture and sport and collects data on well being. The survey is currently used to measure and inform departmental indicators, inform the formulation of DCMS policy, and to understand the drivers of participation in cultural and sporting activities.</p><p>Policy formulation also includes policy evaluation. ONS personal well-being data is used to evaluate and monitor the effectiveness of policy interventions. A recent example is the National Citizen Service. The reported personal well being of young people before and after their participation in the service has been evaluated. answer	answer is ministerial correction date of answer 12/09/2018 answer text <p>The government’s sport strategy “Sporting Future” highlighted the importance of focusing on groups that are less likely to take part in sport and physical activity, including women and girls.</p><p> </p><p>Sport England, government’s arm’s length body for community sport, funds the Football Association (FA) to encourage participation in the women’s game, both in developing talented women and girls as well as supporting participation at the grassroots. For 2017-2021 Sport England awarded The FA £14.6m. This investment includes funding for programmes like ‘Grow the Game’ aimed at supporting new women’s and disability teams.</p><p> </p><p>The FA has partnered with Sport England’s “This Girl Can” campaign, to encourage more women and girls to get involved with the sport across the country. As a result, Ministers are presented with a choice of appointable candidates whose skills, experience and qualities meet the needs of the required roles</p><p><br> The NCS Trust board member roles were advertised on the Cabinet Office Public Appointments website, the NCS Trust website and other channels and networks used for DCMS appointments, as well as on social media. Given the need to fill multiple Board positions, and the importance of attracting a diverse pool of applicants, we worked closely with the NCS Trust to identify a variety of other channels specific to the requirements of these roles and to endeavour to attract a diverse field of candidates</p><p><br> In addition, NCS Trust has an extensive national youth board network, via which the views of young people across the country are heard at all levels across the NCS Trust. answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>The recommissioning of NCS provider contracts in 2020 gives a key opportunity to make efficiencies and drive down costs, which will further improve value for money for the taxpayer.</p><p> </p><p>We are working closely with the NCS Trust on the recommissioning programme, and all contracts will be awarded by the new National Citizen Service Trust Royal Charter Body.
