Government recognises that 5G will require substantial industry investment, and that the vast majority of capital investment required to rollout 5G will need to come from the private sector.</p><p> </p><p>However, the government can help foster the development of the ecosystem and is doing so through its 5G Testbeds and Trials Programme. As the digital revolution progresses, many more jobs will require digital skills and many more tech roles will be created, both in technology companies and in the general economy. We cannot afford for certain groups of people, including women and people from ethnic minority backgrounds, to be excluded from or unable to progress within these roles.</p><p> </p><p>While there is substantial progress that still needs to be made by technology companies to improve the gender and racial diversity of their staff, there are also significant industry-led initiatives aiming to solve the issue.</p><p> </p><p>Over 290 companies, from international tech giants right through to start-ups, SMEs and charities have already signed the Tech Talent Charter - an industry led initiative, supported by Government. The Charter gives organisations tangible actions and principles they can adopt to change their hiring and retention practices to become more gender-diverse and commits signatories to measuring the diversity profile of their UK employees and to share this data for (anonymous) collective publication in an annual report.</p><p> </p><p>There are also other industry-led programmes doing valuable and innovative work to help more women, ethnic minorities and other under-represented groups into tech, such as the #SheMeansBusiness initiative (by Facebook in collaboration with Enterprise Nation and FSB); the FDM Getting Back to Business programme; Fujitsu UK’s work on developing diverse role models within their workforce, and Backstage Capital, which is committed to investing in start-ups with diverse founders.</p><p> </p><p>We are also engaging with the work of organisations such as UK Black Tech and other organisations active in improving ethnic diversity in tech, and have recently convened an industry round table on inclusive technology in partnership with the Royal Academy of Engineers.</p><p> </p><p>Under new Government legislation over 10,000 employers reported their gender pay gaps this year. We are now working with employers to help them understand their gender pay gaps, and support them to put plans in place to tackle gaps. The 2018 London games were another great success, with average attendances of 85,000 demonstrating the strong appetite for American football in the UK. The report, which is attached, can be found here: https://www.ofcom.org.uk/__data/assets/pdf_file/0021/121683/diversity-in-TV-2018-report.PDF</p><p> </p><p>Now in its second year, the report makes clear that broadcasters still have much work to do to make their workforces more representative and reduce data gaps so a more accurate picture can be built. The music industry is one of the UK's greatest success stories, producing an extraordinary level of talent recognised and respected the world over. The UK's decision to leave the EU will not change that. Neither will it diminish our outstanding creativity.</p><p> </p><p>My department has held a series of roundtables with the creative sector on the impacts and opportunities affecting the creative industries as a result of the UK’s exit from the EU, including representatives from the music industry regarding touring musicians and crews and we continue to work closely with the sector at official level.</p><p> </p><p>We understand that outward mobility of creative talent is key to the success of the creative industries, especially for sub-sectors like music where touring is the life-blood of the industry, and we recognise the importance of temporary movement of goods and equipment for touring musicians.</p><p> </p><p>The phased introduction of the Facilitated Customs Arrangement (FCA) we have proposed in the White Paper on The Future Relationship between the United Kingdom and European Union would remove the need for customs checks and controls between the UK and the EU, as if they were a combined customs territory.</p><p> </p><p>The UK has made significant progress in the separation negotiations, including on intellectual property. In particular, we have agreed that any EU trade mark or Community design that is registered or published before the end of the implementation period will continue to be protected in the UK by a comparable right.</p><p> </p><p>The UK-level right will be granted automatically and without any charges or re-examination. These will advance the UK's leadership in cyber security and help make the UK the safest place to live and do business online. answer	answer is ministerial correction date of answer 25/07/2018 answer text <p>As part of the 2016-2021 National Cyber Security Strategy the Government created the National Cyber Security Centre (NCSC) to be the authority on the UK’s cyber security environment, sharing knowledge, addressing systemic vulnerabilities and providing leadership on key national cyber security issues.</p><p> </p><p>In October 2017, the NCSC published a Small Business Guide which is freely available on its website. Following this guidance will significantly increase the protection of small businesses against the most common forms of cybercrime. The guide cannot guarantee protection from all types of cyber attack, but it sets out easy, low-cost steps that can be to protect an organisation’s data, assets and reputation.
