answer text <p>The Government continues to demonstrate its support for the community-led housing sector, which offers significant potential for helping to meet housing need across England. In addition to helping increase the rate of delivery of new housing, it will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>I have recently announced that a new programme to deliver the annual £60 million Community Housing Fund will be launched in January and delivered by Homes England (currently the Homes and Communities Agency). We will be inviting any appropriate organisation – including co-operatives, registered providers and local authorities – to apply for capital and revenue funding. The new programme will run for at least a further 3 years. answer text <p>This Government recognises the important role housing co-operatives can play in delivering locally led and innovative housing.</p><p>The Community Housing Fund announced in December 2016 allocated £60 million to local authorities to support the community-led housing sector, including housing co-operatives. We have also encouraged community led groups, including housing co-operatives, to apply for funding from the £7.1 billion Shared Ownership and Affordable Homes Programme 2016-21, which will deliver 225,000 affordable homes by March 2021.</p><p> </p><p> </p> more like this

answer text <p>As part of the statutory draft Local Government Finance Settlement consultation, the Department for Communities and Local Government discusses local government funding with councils across the country, of all types and all political colours. This happens every year, and necessarily involves councils making direct representations to the Government.</p><p>DCLG will publish the final settlement later this month, and the House of Commons will then vote on it. This is entirely transparent, and detailed funding figures for every council are published as part of that process.</p><p>Whilst the final settlement has yet to be approved, the Government is not proposing extra funding to Surrey County Council that is not otherwise provided or offered to other councils generally. There is no ‘Memorandum of Understanding’ between Government and Surrey County Council.</p> more like this

answer text <p>By the end of the Parliament, local government will retain 100% of taxes raised locally, giving councils control of around an additional £12.5 billion of business rates to spend on local services. In order to ensure that the reforms are fiscally neutral, these new powers will come with additional responsibilities, as well as phasing out some grants from Whitehall. This move towards self-sufficiency and away from dependence on central government is something councils have long campaigned for. There were over 450 responses to the Government’s summer consultation. My officials are currently considering all responses and we will publish a summary of the responses and our proposals for the broad way forward shortly.</p><p>On 13 January 2017 we introduced the Local Government Finance Bill that will establish the framework for the reformed system. All relevant documents can be found here: <a href="http://services.parliament.uk/bills/2016-17/localgovernmentfinance.html" target="_blank">http://services.parliament.uk/bills/2016-17/localgovernmentfinance.html</a>. We will continue to work closely with local government during the passage of the legislation, to shape the detail of the reforms.</p>

answer text <p>a) Information on how much each local authority received in revenue support grant is collected and published online through the Revenue Expenditure and Financing Outturn statistics.</p><p>Data, as reported by local authorities, for revenue support grant received are available in the Revenue Summary (RS) tables within the local authority data outturn collections:<br> <a href="https://www.gov.uk/government/collections/local-authority-revenue-expenditure-and-financing" target="_blank">https://www.gov.uk/government/collections/local-authority-revenue-expenditure-and-financing</a></p><p>These are available from 2007-08 to 2015-16. Provisional data for 2016-17 is scheduled for publication in August 2017</p><p><strong>Please note: </strong>The revenue support grant forms part of the Department for Communities and Local Government’s annual Local Government Finance Settlement. The calculation of how local government is funded differs year on year. Therefore figures may not be wholly comparable across the time-series.</p><p>Additionally, between 2008-09 and 2009-10 there was local authority restructure so any data prior to 2009-10 is not comparable to later information.</p><p>b) The amount of business rates collected by each authority is available in the National Non-Domestic Rates publication online.</p><p>The local authority data for business rates collected are available as part of the ‘NNDR3’ data collection here:</p><p><a href="https://www.gov.uk/government/statistical-data-sets/national-non-domestic-rates-local-authority-level-data" target="_blank">https://www.gov.uk/government/statistical-data-sets/national-non-domestic-rates-local-authority-level-data</a></p><p>This is published and available from 2008-09 to 2015-16. Data for 2016-17 is provisionally scheduled for publication in November 2017</p><p><strong>Please note: </strong>There have been changes to the business rates and council tax policy since 2013-14. From April 2013, business rates moved from being a centrally redistributed function to one where the local government sector retains a percentage of what they collect. This change aims to increase the proportion of local authority spend that is financed by locally retained income, over which authorities will have more control. As part of the 2015 Spending Review, this is set to increase to 100% rate retention by 2020.</p>

answer text <p>The Fair Funding Review will conduct a thorough review of what the relative needs assessment formula for local councils should be in a world in which local government spending is funded by local resources not central grant.</p><p>To help shape the Fair Funding Review, the Government has been engaging with representatives from across local government through a technical working group which is co-chaired with the Local Government Association. The Government has also published a public Call for Evidence on the key issues the Review will cover which received 209 responses.</p><p>There will be further public consultation shortly.</p> more like this
