answer text <p>Our new National Cyber and Government Cyber Security Strategies set out our approach to making the UK more resilient to cyber attacks and countering cyber threats. We have undertaken significant outreach within the Government and Critical National Infrastructure (CNI) sectors, and the UK Devolved Administrations, providing mitigating advice to bolster the UK’s cyber preparedness.</p><p>The Chancellor of the Duchy of Lancaster recently wrote to Cabinet colleagues to seek assurances that their departments and sectors are implementing the necessary resilience measures.</p><p>All organisations should follow the <a href="https://www.ncsc.gov.uk/guidance/actions-to-take-when-the-cyber-threat-is-heightened" target="_blank">NCSC’s guidance</a> on actions to take when the cyber threat is heightened. Individuals should follow the NCSC’s Cyber Aware guidance.</p> more like this

answer text <p>As set out in the Declaration on Government Reform and the recent Civil Service Diversity Strategy, the civil service is committed to setting a new standard for inclusive workplaces. The Cabinet Office values the importance of ensuring our workplaces are inclusive for colleagues with dyslexia and we engage with relevant Networks where appropriate.</p><p>We engage with Civil Service Dyslexia and Dyspraxia Network, via the Civil Service Disability Network and with other cross-Government Diversity Networks to update on key initiatives and share best practice. The network also features on the Diversity Networks webpage on GOV.UK and the Chairs are able to collaborate with other networks using our Diversity and Inclusion hub.</p><p>Across the civil service we provide support via a range of individualised workplace adjustments to remove workplace barriers to enable dyslexic colleagues to thrive at work. Our Civil Service Dyslexia and Dyspraxia Network is a great support to improving the working environment for Civil Servants impacted by dyslexia, dyspraxia and dyscalculia across civil service departments. The development of the Toolkit has been widely shared with colleagues in Diversity and Inclusion.</p><p>Our recruitment processes are reviewed regularly to ensure they remain as inclusive as they can be, with involvement from occupational psychologists to ensure they meet the requirements of as many people with disabilities as we reasonably can.</p><p>An equality analysis was carried out in 2016 to demonstrate due and proper regard to our equality obligations. We used the analysis to assess the impact the introduction of online tests in recruitment was likely to have. This included reviews of the literature and involved a range of stakeholder and user consultations. External neurodiversity experts are also providing ongoing independent advice to GRS about how to improve the inclusive experience of neurodiverse test takers. The Civil Service publishes <a href="https://www.gov.uk/guidance/reasonable-adjustments-for-online-tests-a-candidate-guide" target="_blank">written</a> and <a href="https://www.youtube.com/watch?v=olval3YPF9U" target="_blank">video</a> guidance on the alternatives that exist for disabled test takers through the reasonable adjustment process.</p><p> </p>

answer text <p>I should advise that National Security Vetting (NSV) undertaken by Her Majesty’s Government, remains separate from concurrent industry background checks. Background checks as conducted by industry can take between 12 and 14 weeks to complete. The Department for Transport (DfT) has implemented changes to help reduce these industry timescales utilising HMRC data to support reference checks.</p><p><strong> </strong></p><p>The Cabinet Office acts as a service provider for NSV clearances only. For national security reasons I am unable to share processing times for security clearances. However, I can advise that United Kingdom Security Vetting (UKSV) expedite all NSV cases for the aviation industry, in response to operational challenges currently impacting the aviation sector. Security checks for the aviation sector are being processed in a timely manner with no current delays.</p><p><strong> </strong></p><p>In line with the practice followed by successive administrations, the Government does not otherwise comment on security matters.</p><p> </p>

answer text <p>The primary source of heating for government offices in Whitehall is the Whitehall District Heating System, which is operated by the Government Property Agency (GPA). GPA has ongoing plans to reduce carbon emissions from and decarbonise the district heating system.</p><p><strong> </strong></p><ul><li><p>In 2021/22FY, a pipework lagging project was completed to reduce heat losses and provide carbon savings.</p></li><li><p>In 2022/23FY, it is planned to start a project to lower the operating temperature of the system from 145<sup>o</sup>C to 95<sup>o</sup>C.</p></li><li><p>Forecast reductions in Carbon from the completion of both projects is approximately 17%.</p></li><li><p>GPA has plans from 2025 to consider a decarbonisation of the Whitehall Boiler System that feeds the district heating system.</p></li></ul><p><strong> </strong></p><p>Other government office projects are ongoing in and around Whitehall to reduce energy consumption and carbon emissions through upgrades to LED lighting and HVAC (heating, ventilation and air conditioning) systems.</p><p> </p>

answer text <p>As I stated in my response to HL302 on 6 June, the Cabinet Office does not hold departmental information about civil servants in UK-based senior leadership roles working from abroad.</p><p>In terms of departmental records, these records are not collected by the Cabinet Office, with information captured at a line manager level.</p><p>Working abroad has always been by exception in the Cabinet Office and is not permitted unless there is a specific business need or under the most exceptional of circumstances (an example of which might be where an employee’s partner is a civil servant and is permanently posted abroad).</p><p>This is still the current position of the Cabinet Office.</p><p> </p> more like this
