Local authorities manage litter collection on the rest of the roads in England including junctions and verges.</p><p> </p><p>National Highways inspect and grade the Strategic Road Network (SRN) in accordance with Defra’s Code of Practice on Litter and Refuse and litter is picked almost every day on their roads. Their activities are reported and monitored via its corporate Performance Indicator outlined in the Roads Investment Strategy. answer	answer is ministerial correction date of answer 21/05/2024 answer text <p>The English National Concessionary Travel Scheme (ENCTS) provides free off-peak bus travel to those with eligible disabilities and those who have reached state pension age, currently aged sixty-six. ENCTS costs around £1 billion annually and any changes to the minimum statutory scheme, such as lowering the age of eligibility, would need to be carefully considered for their impact on the scheme’s financial sustainability.</p><p> </p><p>Local authorities in England have the power to go beyond their statutory obligations and extend free bus travel to those not eligible for ENCTS, however, these additional concessions are not funded by central government but by local authorities from local resources, such as council tax. answer	answer is ministerial correction date of answer 20/05/2024 answer text <p>The Government expects electrification to play an important role in our programme to achieve our Net Zero 2050 target, which is why since 2010, more than 1,250 miles of electrification has been delivered in Great Britain, including over 900 miles in England and Wales in the last 11 years.</p><p>Alternative traction technologies, such as battery trains, will also play a key role in our approach to the decarbonisation of the rail network and our transition to net zero.</p><p>There are a number of trials by train operators involving battery technology currently underway such as those on TransPennine Express and Great Western Railway that will assess different battery and charging technologies.</p><p>New procurements where there is a demand for self-powered trains, such as Northern, will require suppliers to provide battery-electric solutions. Central to this is the establishment of Great British Railways (GBR).</p><p> </p><p>The Draft Rail Reform Bill, which is needed to establish GBR, is undergoing pre legislative scrutiny. The Government has no role in these negotiations and discussions. We remain committed to supporting the parties in the resolution of industrial action and the Secretary of State and I have previously met with all the rail unions to help facilitate discussions with the rail industry. ASLEF is the only trade union in a national level dispute, and we continue to urge them to put the industry’s offer to its members so that their dispute can be settled. On 13 May I met with ASLEF.
