answer	answer is ministerial correction date of answer 14/06/2023 answer text <p>The adoption of zero emission flight, including electric aviation, is considered at the Government and industry forum the Jet Zero Council (JZC) including its Zero Emissions Flight Delivery Group. The JZC is co-chaired by the Secretaries of State for Transport, Business and Trade and Energy Security and Net Zero with industry members including British Airways.</p><p> </p><p>The Government is investing a record £685 million over three years into R&amp;D in the UK aerospace sector through the Aerospace Technology Institute (ATI) programme. The studies considered a broad range of approaches to improve safety and accessibility of local high streets and surrounding areas to enable higher levels of walking, wheeling and cycling, including area-wide traffic management approaches such as low traffic neighbourhoods. Three mini-Hollands schemes were funded as part of Active Travel Fund 4 following assessment of study material.</p><p><strong> </strong></p><p>Responsibility for traffic management on local roads rests with the relevant local authority as they are best placed to consider how local needs can be effectively met. It is entirely a matter for individual authorities to decide on the nature and scope of policies. On this particular target, the report noted that although there had been a significant increase of around 45% in the number of stages cycled between 2013 and 2020, further increases were required. Utility companies have a right of access to the highway to install and repair the apparatus on which we all rely. Highway authorities have duties to coordinate works on their networks and to secure the expeditious movement of traffic. They are subject to the Network Management Duty, which requires them to manage their roads to deliver ‘expeditious movement’ for all traffic including pedestrians.
