answer	answer is ministerial correction date of answer 02/11/2022 answer text <p>HM Government recognises the threats posed by invasive species, including Japanese knotweed, and has a comprehensive Great Britain Non-native Species Strategy designed to tackle these threats.</p><p> </p><p>Japanese knotweed is listed on Schedule 9 of the Wildlife and Countryside Act 1981, which makes it an offence to allow the plant to escape or cause it to grow in the wild. It is hoped that this will provide a cost and time effective way of managing this species. This research has identified the psyllid (a sap-sucking insect), <em>Aphalari itadori,</em> as a biological control agent for tackling Japanese Knotweed. answer	answer is ministerial correction date of answer 02/11/2022 answer text <p>HMRC estimates the tax gap, which is the difference between the amount of tax that should, in theory, be paid to HMRC, and what is actually paid. Around £0.4 billion of this gap is estimated to relate to marketed avoidance schemes, including disguised remuneration (DR) schemes, in 2020-21. HMRC’s data shows that the vast majority of marketed avoidance scheme use relates to DR schemes.</p><p> </p><p>DR avoidance schemes seek to avoid tax that is due from those that use them, so action to counteract this involves a tax charge on the scheme user, rather than the promoter or enablers of such schemes.</p><p> </p><p>Where the user was employed, HMRC will go to the employer to settle the tax due or collect the Loan Charge in the first instance. Where collection from an employer is not possible, such as when the employer no longer exists or is based offshore, HMRC considers other options to collect the tax due.</p><p> </p><p>The Government and HMRC are committed to tackling promoters and enablers of tax avoidance schemes. For the year 2022/23, we asked the independent pay review bodies for recommendations for NHS staff not already in multi-year deals.</p><p>The pay review bodies considered a range of evidence when formulating their recommendations including cost of living, inflation, recruitment, retention, morale, and value for the taxpayer. The Department is drawing on the helpful work of the Parliamentary Advisory Council for Transport Safety, Warwick Manufacturing Group and groups representing blind and visually impaired people. No final decisions have been made and the Department will consult publicly before any new arrangements come into force.</p><p> </p><p>Alongside the national evaluation of the e-scooter trials, we are continuing to gather wider evidence on the safety of e-scooters, including through DfT official statistics (such as STATS19), social behavioural research, as well as by following research conducted by external bodies. Our aim is to ensure that environmental law is fit for purpose and able to drive improved environmental outcomes, whilst also ensuring regulators can deliver efficiently. This will ensure the United Kingdom regulatory framework is appropriate and tailored to the United Kingdom.</p><p>The United Kingdom is a world leader in environmental protection and HM Government has clear environmental and climate goals, such as those set out in the Environment Act, the 25 Year Environment Plan and the Net Zero Strategy respectively. We are committed to delivering our legally binding target to halt nature's decline by 2030. The Government is currently reviewing how best to use the powers provided by the Retained EU Law Bill, including which pieces of retained EU law should be repealed, reformed or preserved. Any reforms will not come at the expense of the UK’s already high standards.
