As the Foreign Secretary said in Parliament on 1 July, the enactment of this legislation, imposed by the authorities in Beijing on the people of Hong Kong, constitutes a clear and serious breach of the Joint Declaration. The Foreign Secretary expressed concern about Article 38 of the legislation, noting that it is not entirely clear how the provision will be applied. A careful assessment of potential end use and end user is central to the decision making process. Risks around human rights violations or abuses are a key part of our assessment.
