answer	answer is ministerial correction date of answer 20/01/2020 answer text <p>The Airports National Policy Statement sets out that there is a need to increase airport capacity in the South East of England by 2030 by constructing one new runway and that this need is best met by the Northwest Runway scheme at Heathrow Airport.</p><p> </p><p>Heathrow Airport Limited (HAL) have confirmed that they intend to submit an application for development consent in 2020 which, if approved by the Secretary of State, following a report from the Planning Inspectorate, would allow for the construction and the opening of a third runway between early 2028 and late 2029.</p><p> </p><p>Given that the delivery of any major infrastructure scheme is subject to uncertainty, prior to the designation of the Airports National Policy Statement, the Department for Transport undertook scenario and sensitivity testing which included an assessment of the impacts of a two-year delay on the delivery of the three schemes shortlisted by the Airports Commission, this was from 2025 in the case of Gatwick Airport and 2026 in the case of the two Heathrow schemes. The case for the Northwest Runway was not materially changed by such a delay. They have been well received by courts as an important additional tool to manage offenders in the community.</p><p> </p><p>Building on this success, in November we began the phased roll out of GPS tags to under 18s. We have invested significantly in increasing staff numbers, recruiting an additional 4,581 (full time equivalent) prison officers between October 2016 and September 2019, surpassing our original target of 2,500. answer	answer is ministerial correction date of answer 16/01/2020 answer text <p>Supporting victims and witnesses throughout the criminal justice system is a key priority for the Crown Prosecution Service (CPS). In cases where death has been caused by dangerous driving the CPS offers an enhanced service to bereaved families, meeting with them at crucial stages of the criminal justice process to explain the anticipated progress of the case and what is to be expected at each court hearing. The CPS commitment to bereaved families is incorporated in the Victims’ Code.</p><p>Where a victim or a bereaved family, in a dangerous driving case, is not satisfied with a decision by the CPS not to charge they can seek a review under the CPS Victims Right to Review Scheme. This scheme allows for an independent review of such decisions, which can confirm or overturn them. Bereaved families will be offered a meeting at the end of the review process to discuss the outcome.</p><p>The Code of Practice for Victims of Crime (Victims’ Code) outlines the services victims are entitled to receive, including updates on the progress of their case during an investigation or prosecution.
