answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>We launched the Outsourcing Playbook in February 2019 and introduced a package of<br>reforms to our approach to outsourcing designed to improve public service outcomes, value<br>for money and how we work in partnership with our suppliers</p><p>Measures include:<br>Guidance for departments to help assess whether services should be delivered, in-house by<br>the public sector or outsourced. This should support more informed decisions on when it is<br>best to deliver public services ourselves and when there is benefit to drawing on the capacity<br>and expertise of the private sector;<br>Introduction of a new presumption in favour of running a pilot where government is<br>outsourcing a service so we learn lessons before contracting for the long term; and<br>A new requirement for government to produce an assessment of how much a service<br>‘should cost’ to deliver when deciding whether to utilise the private sector. This helps to<br>provide a better understanding of the costs associated with the different service delivery<br>models so that we are in a better position to challenge unsustainable bids</p><p>We have put in place an implementation programme to ensure that our departments are<br>aware of these new requirements. answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>The Government recognises that climate change is one of the most urgent and pressing challenges we face, which is why we have set out ambitious plans in our Clean Growth Strategy to reduce greenhouse gas emissions through to 2032 and beyond.</p><p> </p><p>The Strategy builds on the UK’s strong progress we have made towards our legally binding targets, established in the world-leading Climate Change Act. Between 1990 and 2017, the UK reduced its emissions by over 40 per cent while growing the economy by more than two thirds.</p><p> </p><p>Looking ahead to the future, we have commissioned the Committee on Climate Change to provide advice on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target. Climate change and environmental protection are already included in the school curriculum.</p><p> </p><p>It is important that young people are taught about climate change and environmental protection so they understand both the challenges we face and the solutions. answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>The Government’s priority is to keep consumers safe.</p><p> </p><p>The Office for Product Safety and Standards (OPSS) review considered the adequacy of Whirlpool’s response on tumble dryer safety. As a result, OPSS has issued a Decision Letter to Whirlpool setting out further actions for the company to take in relation to risk management and communications with customers. answer	answer is ministerial correction date of answer 18/04/2019 answer text <p>The UK is working both domestically and internationally to improve global ocean conservation in line with the Sustainable Development Goals, especially SDG14. Internationally, we are leading calls to protect 30% of the world’s ocean by 2030. We are on track to protect 4 million square kilometres of ocean across our Overseas Territories by 2020, and are backing an Ascension Island bid to protect 100% of its offshore waters. To support achievement of the “30by30” target, the UK is working hard to secure the agreement of a new Implementing Agreement under the UN Convention on the Law of the Sea for the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction in 2020.</p><p> </p><p>Domestically, 36% of English inshore and offshore waters are protected within Marine Protected Areas. In addition, we have consulted on a further 41 Marine Conservation Zones. Sites to be designated will be in place by 7 June.</p><p> </p><p> </p><p>We are also working to reduce plastic pollution in the ocean and are leading global efforts to tackle the problem through our support of the G7 Oceans Plastics Charter, the Ellen MacArthur Foundation’s New Plastics Economy and the Commonwealth Blue Charter. In April 2018, we launched the Commonwealth Clean Ocean Alliance (CCOA), which we co-lead with Vanuatu. It aims to generate<br>efficiencies, create economic growth (including homes and jobs) and deliver better, more<br>integrated customer services. This includes supporting the identification and development<br>of surplus and under-utilised public sector land and property.</p><p> </p><p>On joining the programme, One Public Estate asks partners to assess and share data on their property holdings, and facilitates workshops to review opportunities for freeing up land and property for regeneration, redevelopment or disposal. It acts as a neutral broker,<br>working in between partners to create a common goal in support of strategic housing<br>outputs, an increase in local employment, savings for the taxpayer, and service<br>improvements for citizens.</p><p><br>The programme offers practical support to unblock barriers, share good practice, analyse<br>data and develop economic benefit cases that deliver value. It also provides capacity<br>funding for project management and specialist support, including partnership formation<br>and governance, masterplanning, feasibility studies, option appraisal, and surveying</p><p>One Public Estate currently works with 78 partnerships across England delivering over 600<br>projects. To date, the programme has identified and appointed 15 challenge winners.
