answer text <p>We launched the Outsourcing Playbook in February 2019 and introduced a package of<br>reforms to our approach to outsourcing designed to improve public service outcomes, value<br>for money and how we work in partnership with our suppliers</p><p>Measures include:<br>Guidance for departments to help assess whether services should be delivered, in-house by<br>the public sector or outsourced. This should support more informed decisions on when it is<br>best to deliver public services ourselves and when there is benefit to drawing on the capacity<br>and expertise of the private sector;<br>Introduction of a new presumption in favour of running a pilot where government is<br>outsourcing a service so we learn lessons before contracting for the long term; and<br>A new requirement for government to produce an assessment of how much a service<br>‘should cost’ to deliver when deciding whether to utilise the private sector. This helps to<br>provide a better understanding of the costs associated with the different service delivery<br>models so that we are in a better position to challenge unsustainable bids</p><p>We have put in place an implementation programme to ensure that our departments are<br>aware of these new requirements. Compliance with these reforms will be ensured through<br>the usual Cabinet Office controls process.</p>

answer text <p>The UK is working both domestically and internationally to improve global ocean conservation in line with the Sustainable Development Goals, especially SDG14. Internationally, we are leading calls to protect 30% of the world’s ocean by 2030. We are on track to protect 4 million square kilometres of ocean across our Overseas Territories by 2020, and are backing an Ascension Island bid to protect 100% of its offshore waters. To support achievement of the “30by30” target, the UK is working hard to secure the agreement of a new Implementing Agreement under the UN Convention on the Law of the Sea for the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction in 2020.</p><p> </p><p>Domestically, 36% of English inshore and offshore waters are protected within Marine Protected Areas. In addition, we have consulted on a further 41 Marine Conservation Zones. Sites to be designated will be in place by 7 June.</p><p> </p><p> </p><p>We are also working to reduce plastic pollution in the ocean and are leading global efforts to tackle the problem through our support of the G7 Oceans Plastics Charter, the Ellen MacArthur Foundation’s New Plastics Economy and the Commonwealth Blue Charter. In April 2018, we launched the Commonwealth Clean Ocean Alliance (CCOA), which we co-lead with Vanuatu. The CCOA encourages its 25 member countries to take steps to eliminate avoidable single-use plastics, significantly reduce single use plastic carrier bags by 2021 and implement a ban of microbeads in rinse-off personal care products by 2021.</p><p> </p><p>The Government’s forthcoming International Ocean Strategy will set out our plan to work with our international partners to secure a sustainable, prosperous and secure ocean future.</p>

answer text <p>One Public Estate is a national programme that supports central and local government and<br>wider public sector partners to collaborate on property-led projects. It aims to generate<br>efficiencies, create economic growth (including homes and jobs) and deliver better, more<br>integrated customer services. This includes supporting the identification and development<br>of surplus and under-utilised public sector land and property.</p><p> </p><p>On joining the programme, One Public Estate asks partners to assess and share data on their property holdings, and facilitates workshops to review opportunities for freeing up land and property for regeneration, redevelopment or disposal. It acts as a neutral broker,<br>working in between partners to create a common goal in support of strategic housing<br>outputs, an increase in local employment, savings for the taxpayer, and service<br>improvements for citizens.</p><p><br>The programme offers practical support to unblock barriers, share good practice, analyse<br>data and develop economic benefit cases that deliver value. It also provides capacity<br>funding for project management and specialist support, including partnership formation<br>and governance, masterplanning, feasibility studies, option appraisal, and surveying</p><p>One Public Estate currently works with 78 partnerships across England delivering over 600<br>projects. Of these, 150 projects are focused on regeneration, with others aiming to release<br>surplus land for housing or mixed use development, and deliver integrated services for<br>local communities.</p><p><br>By March 2020, partnerships on the programme expect to deliver:<br>o £615 million in capital receipts<br>o £158 million savings in running costs<br>o 44,000 new jobs<br>o Release land for 25,000 new homes</p>

answer text <p>In November 2017, we launched a £20 million, three year GovTech Catalyst to fund private sector innovators to solve public-sector challenges. To date, the programme has identified and appointed 15 challenge winners. It is now seeking to test these concepts and provide a route to market for the viable solutions.</p><p> </p><p>We will shortly launch the Innovation Strategy, outlining a vision for how departments can build on those foundations to make the most of the opportunities, while understanding the risks and challenges, offered by the application of emerging technologies in public services.</p> more like this
