We are committed to establishing the scheme as quickly and carefully as possible, taking into account the outcome of that consultation. Further details on compensation will be made available when the scheme is established, including who is eligible to apply for compensation and how they can access the scheme.</p><p>Ahead of the scheme coming into operation, the Home Office has already put measures in place to help those who are affected. answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Nationally, high needs funding has risen by £1 billion since 2013-14, to just under £6 billion in 2018-19, and will rise to over £6 billion in 2019-20. The additional £1.3 billion announced last year for schools and high needs is above and beyond what was promised at the 2015 spending review, and means that local authorities received an additional £140 million in high needs funding in 2018-19. Allocations for each local authority this year can be found at <a href="https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2018-to-2019" target="_blank">https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2018-to-2019</a>.</p><p>Each local authority will attract a 1% increase in underlying funding per head of the population aged 2-18 years old in 2018-19 compared to 2017-18, following the increase of 0.5% they attracted last year. Underfunded authorities will continue to see higher increases – of up to 6% per head of of the population aged 2-18 years old, compared to 2017-18.</p><p>We are listening to the concerns that some have expressed about the pressures on high needs budgets. answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>Following the recent cervical screening incident, announced on 15 November 2018, Capita has confirmed they have put in place daily audits to ensure all women’s files are accounted for and are looking at how automated processes can be used to reduce errors. Additionally, the checks within the Capita call and recall service have been upgraded at every stage of the process and Capita has appointed an independent audit team to carry out a detailed review into operation systems and processes in Primary Care Support England.</p><p> </p><p>I laid a Written Ministerial Statement on 15 November, <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-11-15/HCWS1086/" target="_blank">HCWS1086</a>, explaining the incident and the steps being taken to address it, offering reassurances to the women affected. All women affected by this incident have been written to and the file of any woman needing a follow up is being checked to ensure they have been referred appropriately. Since 2014, we have:</p><ul><li>Released £3.4 billion of Local Growth Funding to locally-determined projects across the North. The Lancashire Growth Deal - £320 million – is the largest of its kind outside of city regions. This has included 17 transport schemes, including £9million for the Clitheroe to Manchester Rail Line.</li><li>Created the Northern Powerhouse Investment Fund, worth £400 million, to support SME’s to grow and scale-up. To date, this has supported 280 businesses.</li><li>This Government has delivered unprecedented levels of investment in better transport across the North – over £13 billion (between 2015/16 – 2020/21) – more than any Government in history. We’ve given Transport for the North, £260 million, and equipped them with statutory powers to develop a Strategic Northern Transport Plan.
