answer text <p>Broadcasting regulation in the UK is enforced by Ofcom, the independent communications regulator. Ofcom is required under the Communications Act 2003 and Broadcasting Act 1996 to draw up a code for television and radio, covering standards in programming. answer text <p>It is for Northamptonshire County Council (NCC) to carefully consider its response to the provisional judgement on the judicial reviews relating to NCC’s decision to revise its library service provision.</p><p> </p><p>I understand that NCC has paused the review of its local library service for further consideration and that it intends to work closely with community groups and interested parties of the 21 libraries affected by the previous decision.</p><p> </p><p>My officials are engaging with NCC officers to fully understand how NCC plans to proceed with next steps for the library service in light of the provisional judgement.</p> more like this

answer text <p>Local authorities in England have a statutory duty under the Public Libraries and Museums Act 1964 (1964 Act) to provide a comprehensive and efficient library service. Under the 1964 Act, the Secretary of State has a duty to superintend, and promote the improvement of, the public library service provided by local authorities in England, and to secure the proper discharge by local authorities of their library authority functions.</p><p> </p><p>The Libraries Taskforce, jointly established by DCMS and the Local Government Association to provide leadership and help to reinvigorate the public library network in England, published a guidance document “Libraries as a statutory service” on GOV.UK in December 2015 to help guide local authorities about the legislative framework for library services.</p><p> </p><p>In addition, information and good practice about library service provision is available to local authorities through the Libraries Taskforce toolkits and regular blogs. Many of these provide innovative ideas and case studies from library services across England to share options and good practice. Furthermore, library authorities considering changing their library service are encouraged to inform DCMS about their proposals prior to public engagement.</p><p> </p>

answer text <p>My Department works closely with the Office for National Statistics (ONS) to develop policies that improve well-being.</p><p>The ONS wellbeing estimates are incorporated into the DCMS Taking Part Survey. This annual survey is commissioned to provide an evidence source on participation in culture and sport and collects data on well being. The survey is currently used to measure and inform departmental indicators, inform the formulation of DCMS policy, and to understand the drivers of participation in cultural and sporting activities.</p><p>Policy formulation also includes policy evaluation. ONS personal well-being data is used to evaluate and monitor the effectiveness of policy interventions. A recent example is the National Citizen Service. The reported personal well being of young people before and after their participation in the service has been evaluated. The results found statistically significant increases.</p> more like this

answer text <p>The government’s sport strategy “Sporting Future” highlighted the importance of focusing on groups that are less likely to take part in sport and physical activity, including women and girls.</p><p> </p><p>Sport England, government’s arm’s length body for community sport, funds the Football Association (FA) to encourage participation in the women’s game, both in developing talented women and girls as well as supporting participation at the grassroots. For 2017-2021 Sport England awarded The FA £14.6m. This investment includes funding for programmes like ‘Grow the Game’ aimed at supporting new women’s and disability teams.</p><p> </p><p>The FA has partnered with Sport England’s “This Girl Can” campaign, to encourage more women and girls to get involved with the sport across the country. In Kent, Sport England funding has helped Kent FA start the Player Development Centre which has seen many girls receive extra coaching opportunities.</p><p> </p><p>Government supports the FA’s bid to host the UEFA Women’s Euro 2021 finals in England which will hopefully inspire the next generation of young female players.</p>

Now, numerical speed claims in broadband adverts should be based on the download speed available to at least 50% of customers at peak time. answer text <p>Allocated BDUK Funding for the Superfast roll-out programme in the devolved areas can be found on the attached spreadsheet.</p><p> </p><p>BDUK also has other funding available through its LFFN programme’s Challenge Fund and Gigabit Broadband Voucher Scheme. Neither of these are centrally allocated funding - applications are made by local bodies to the Challenge Fund, and the GBVS is available to any eligible beneficiary who wishes to request a voucher.</p> more like this
