answer text <p>The inclusion of weighting for deprivation, need due to age, and health inequalities in the setting of clinical commissioning group (CCG) allocations contributes to ensuring that National Health Service funding is distributed equitably across England to meet the health care needs of the population. CCGs have a duty under the NHS Act 2006 to act with regard to the need to reduce inequalities in access to, and outcomes from, health services.</p><p>Since 2013 local authorities have received a public health grant to support them in improving the health of local people. This is primarily allocated based on historical NHS spend which tended to be greater in areas with the highest levels of health need. As a condition of the grant they receive local authorities must have due regard to reducing inequalities in outcomes from their health services.</p> more like this

answer text <p>The Government has noted the findings of the Youth Violence Commission’s Interim Report published on 18 July.</p><p>On 9 April 2018, the Government published the Serious Violence Strategy to set out the action it is taking to address serious violence, and in particular, the recent increases in knife crime, gun crime and homicide.</p><p>The strategy represents a step change in the way we think and respond to serious violence. Our approach is not solely focused on law enforcement, very important as that is, but depends also on multi-partnership working and a ‘public health’ approach across a number of sectors such as education, health, social services, housing, youth services, victim services and others.</p><p>In particular, the strategy stresses the importance of early intervention to tackle the root causes of serious violence and provide young people with the skills and resilience to lead productive lives free from violence.</p> more like this

answer text <p>The importance of effective prevention was recognised in the National Health Service Five Year Forward View and has been reinforced in the Government’s mandate to NHS England. One of the six principles set for the new NHS long-term plan and funding settlement is “focusing on the prevention of ill-health, so people live longer, healthier, happier lives and take greater responsibility for their own care”.</p><p>In addition, the annual NHS public health functions agreement (under section 7A of the NHS Act 2006) sets out a range of public health and preventative services to be commissioned by NHS England on behalf of the Secretary of State for Health. Ring-fenced NHS funding of £1,205 million is allocated for these functions in 2018/19.</p><p>The Better Care Fund (BCF) requires local authorities and clinical commissioning groups to pool budgets for the purposes of integrated care. Local areas have to submit plans that comply with four national conditions including maintaining the NHS contribution to adult social care in line with inflation. The Government’s policy framework for integration and the BCF envisages integrated, preventative, person-centred care becoming the norm, so that people can be supported to live at home for longer and avoid the need for commissioned health and care services.</p>

answer text <p>Local authorities in England have a statutory duty to provide a comprehensive and efficient library service, and it is for individual local authorities to decide how to use their funds, including how best to provide a public library service that meets local needs within available resources. DCMS works across central and local government to encourage investment in libraries to ensure they can continue to support delivery of local and national priorities and needs.</p><p>DCMS and the Local Government Association established the Libraries Taskforce, which works to promote good practice and innovation to assist library services and enable them to be sustainable for the long term. DCMS provides funding to Arts Council England, as the development agency for libraries; ACE is funding seven libraries organisations in its National Portfolio for 2018 to 2022 at a total annual spend of £1.6 million, including Libraries Connected as a sector support organisation for libraries.</p><p>DCMS has also provided direct funding support for library services in England, including a £2.6 million programme to support the installation or upgrade of wifi in public libraries in England, and the £3.9m Libraries: Opportunities for Everyone fund, to support innovative library service activity in 2017/18 to benefit disadvantaged people and places in England.</p>

answer text <p>The Government wants all retailers to thrive now and in the future. In March, the Department for Business, Energy, and Industrial Strategy established the industry-led Retail Sector Council to bring Government and industry together to boost the sector’s productivity and economic health. All retail activity in the UK is represented on the Council, including independent retailers. Government also engages with industry associations such as the British Independent Retailers Association to further understand the views of this important sector.</p><p> </p><p>In addition, on 16 July 2018 the Ministry of Housing, Communities and Local Government announced a panel of experts, led by Sir John Timpson, to diagnose issues that currently affect the health of our high streets and advise on the best practical measures to help them thrive now and in the future. Later this summer the expert panel, in conjunction with the Ministry of Housing, Communities and Local Government, will put out a call for evidence seeking what members of the public and young people in particular want from the high streets of the future.</p>
