<p>The Regulatory Reform (Fire Safety) Order 2005 applies to all non-domestic premises
in England and Wales, including the communal areas of multi-occupied residential buildings.
Local fire and rescue authorities are the enforcing authority for the majority of
premises to which the Order applies and are required to have a risk based inspection
programme and management strategy in place to ensure compliance in their area.</p><p>Article
25 of the Order sets out the instances where bodies other than fire and rescue authorities
are the enforcing authority.</p>
