answer	answer is ministerial correction date of answer 11/07/2017 answer text <p>The Government has taken action to reduce plastic waste and increase recycling, including:</p><ul><li><p>The UK Producer Responsibility (Packaging Waste) Regulations, which cover silage wrap and other plastic packaging found on farms, require obligated producers of packaging to ensure that a proportion of the packaging they handle is recovered and recycled. These regulations have resulted in a significant increase in recycling over the last decade, with recycling of packaging rising from around 46% in 2005 to 60% in 2015.</p></li><li><p>The Government introduced a 5p charge on single-use plastic carrier bags from 5 October 2015. So far the 5p charge has been effective in decreasing the distribution of plastic bags, contributing to a reduction in the number of plastic bags found in the open environment. The latest figures are due to be published by 31<sup>st</sup> July.</p><p> </p><p>The Government also published the first Litter Strategy for England on 10 April, setting out our intention to apply best practice in education, enforcement and infrastructure to deliver a substantial reduction in litter and littering behaviour within a generation. The common aim of all the actions in the Litter Strategy is to change the behaviour of those who currently feel that it is acceptable to drop any kind of litter, whether they are in an urban or rural environment. answer	answer is ministerial correction date of answer 11/07/2017 answer text <p>We are taking action both to improve the status of bees and provide feeding and nesting habitat.</p><p> </p><p>We have established a pollinator monitoring and research partnership with research institutes and volunteer organisations to gather further data and improve our understanding of the status of pollinators in the UK.</p><p> </p><p>We are also working with farmers, business and conservation organisations to provide pollinator habitat on farmland, in urban areas and in gardens. On farmland, we have introduced a Pollinator and Wildlife Package to our Countryside Stewardship Scheme in England, to provide year-round habitat such as flower-rich field margins.</p><p> </p><p>Forty percent of all 2016 Countryside Stewardship Mid-Tier agreements are delivering the Pollinator and Farm Wildlife Package. Friend the Secretary of State for Health is committed to ensuring that patients with mental health conditions can receive treatment as close as possible to where they live. Inappropriate out of area placements are unacceptable and the Government has set a target to eliminate these in non-specialist, acute mental health care by 2020/21.</p><p> </p><p>To support the delivery of this ambition, in October 2016 the Government put in place the first data collection to secure much-needed national transparency on the number of patients that are sent out of their local area for acute inpatient treatment.</p><p> </p><p>NHS England is using this new data to support local health systems to develop and deliver trajectories to eliminate inappropriate out of area placements.</p><p> </p><p>More than £400 million which has been made available for investment in mental health crisis resolution home treatment teams over the next four years, enabling them to provide 24/7 crisis response and intensive home treatment as a genuine alternative to admission where appropriate.</p><p> </p><p>Shared learning and best-practice advice on reducing out of area placements through improved system capacity management will be included in acute care commissioning guidance.</p> answering member constituency Thurrock answering member printed Jackie Doyle-Price question first answered 07/07/2017 09:57:21 answering member 4065 label Biography information for Dame Jackie Doyle-Price

answer	answer is ministerial correction date of answer 11/07/2017 answer text <p>Good practice followed at five specialist sexual health clinics (SHCs) that saw a large fall in new diagnoses of HIV among gay and bisexual men will be promoted at other SHCs across the country. The practices include increasing the uptake of testing for all gay and bisexual men by promoting repeat testing among those at higher risk of HIV acquisition and the early commencement of treatment for those who are diagnosed.</p><p> </p><p>In addition to HIV testing at SHCs and self-sampling funded by local authorities Public Health England (PHE) has contracted HIV Prevention England to undertake a national programme of HIV prevention for high risk populations to promote key HIV prevention messages including HIV testing and safer sexual behaviours. answer	answer is ministerial correction date of answer 12/07/2017 answer text <p>The Department is committed to improving maternity outcomes and experience of care for women and babies.</p><p> </p><p>In November 2015, my Rt. hon. Friend the Secretary of State announced a national ambition to halve the rates of stillbirths, neonatal and maternal deaths and brain injuries that occur during or soon after birth by 2030. Action includes tackling issues of culture, leadership and learning, to improve safety in maternity units as well as the outcomes and experience of care for mothers and babies.</p><p> </p><p>The Our Chance campaign promotes advice about healthy pregnancy, highlighting the crucial risk factors during pregnancy and the postnatal period which may lead to adverse outcomes for mother and baby.
