answer	answer is ministerial correction date of answer 10/05/2016 answer text <p>Any vessel registered in the UK, an Overseas Territory or a Crown Dependency, is a ‘British ship’ and is entitled to fly the British Merchant Shipping flag (the 'Red Ensign'). The UK remains the flag State for all ships flying the Red Ensign and is ultimately responsible under international law for these ships. The UK has general superintendence over the ship registers in the Overseas Territories and Crown Dependencies. This general superintendence derives from the UK’s obligations under the United Nations Convention on the Law of the Sea regarding ships flying its flag; these obligations have been implemented in domestic legislation.</p><p>Under prerogative powers all British flagged vessels (including those on UK Overseas Territories and Crown Dependency registers) can be requisitioned where there is deemed to be a threat to the realm. Conscription of all British flagged vessels is done by Government Order. Such Order is enacted only during national crisis, such as war. The decision to use such Order is decided on a case by case basis by the Government of the day. However, the British Council has previously sought to increase the awareness and appreciation of Sudan’s cultural heritage, including its cultural sites, amongst Sudanese youth. answer	answer is ministerial correction date of answer 05/05/2016 answer text <p>The Foreign and Commonwealth Office (FCO) has made the following financial contributions over the last six years.</p><p>International Atomic Energy Agency (IAEA) = £2,127,798.</p><p>Comprehensive Test Ban Treaty Organisation = £152,800.</p><p>Nuclear Non-Proliferation Treaty = £487,547.</p><p>Biological and Toxin Weapons Convention = £304,372.</p><p>Arms Trade Treaty (ATT) = £187,254.</p><p><ins class="ministerial">These figures are broken down by financial year in the attached document.</ins></p><p>Additionally over this period the FCO has contributed over £2.5 million to the Organisation for the Prohibition of Chemical Weapons (OPCW) and the OPCW-UN Joint Investigative Mechanism into the use of chemical weapons in Syria. This does not include the UK subscription which is paid by DECC.</p><p>We have also supported projects in support of these treaties and organisations. answer	answer is ministerial correction date of answer 09/05/2016 answer text I am very concerned by the human rights situation in Macedonia and by related developments, including most recently the decision of President Ivanov to pardon those individuals currently under investigation over allegations of abuse of power. This decision undermines the principle that all people must be held legally accountable for their actions. I raised my concerns over this decision and its implications for the rule of law in my public statement of 14 April. I, along with international partners, have also spoken to Nikola Gruevski, former Prime Minister and leader of the governing party VMRO, and raised concerns over the credibility of forthcoming elections in Macedonia, attacks on democratic institutions, and the wider level of commitment to the democratic process including the lack of media reform and the intimidation of voters. We were concerned by reports that Ding Cuimei was buried alive on 14 April while protesting at the demolition of a church in Henan Province. We intend to raise Ding’s case at the next round of the annual UK-China Human Rights Dialogue.</p><p>We are aware of reports of the closure or demolition of churches and that individuals are being harassed or detained for their beliefs. We are aware, too, of reports of the recent disappearance of a number of Catholic priests in Hebei Province, such as Father Yang Jianwei. We are concerned by all instances where the whereabouts of detainees remains undisclosed, and where detainees are held without access to legal counsel or visits from relatives.</p><p>We continue to raise the full range of our concerns about freedom of religion and the restrictions placed on Christianity with the Chinese authorities. Although there has been a de facto moratorium on the use of the death penalty in Bahrain since 2010, we are concerned that a number of individuals have received death sentences since then. The UK’s opposition to the death penalty is well known. The Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), raised the cases of Mr Mohamed Ramadan and Mr Husain Al Moosa with the Bahraini Ambassador to the UK, His Excellency Sheikh Fawaz bin Mohammed Al Khalifa, on 8 March. We are aware of allegations of civilians being shot trying to cross the border from Syria into Turkey but have seen no evidence to substantiate them.
