answer text <p>Under the Care Act 2014, local authorities must promote wellbeing when carrying out any of their care and support functions in respect of a person. This is sometimes referred to as “the wellbeing principle” because it is a guiding principle that puts wellbeing at the heart of care and support. The definition of wellbeing includes physical and mental health and emotional wellbeing.</p><p> </p><p> </p><p> </p><p>Assessments under the Care Act will identify the person’s needs and how these impact on their wellbeing. Care Plans must detail the needs to be met and how the needs will be met, and will link back to the outcomes that the adult wishes to achieve in day-to-day life as identified in the assessment process and to the wellbeing principle in the Act.</p><p> </p><p> </p><p> </p><p>The Government has recognised the importance of doing more to consider the mental wellbeing of people in care homes and asked the National Institute for Health and Care Excellence (NICE) to prioritise this area for one of its first Quality Standards for adult social care which were published in December 2013. Regulation 9 – person centred care, makes clear that; “Providers must make every reasonable effort to provide opportunities to involve people in making decisions about their care and treatment, and support them to do this. The programme aims to provide access to at least 15% of those who require treatment by March 2015 (data available July 2015). NHS England is leading work to ensure that older adults and other under-represented groups are encouraged to seek the help that they need.</p><p> </p><p> </p><p> </p>

answer text <p>The Government has specifically supported the clinical application of stem cells as part of an overall strategy to develop regenerative medicine. Regenerative medicine includes a wide range of cellular therapies including the use of stem cells to promote the regrowth of bone tissue. Regenerative medicine is one of the eight great technologies identified for targeted investment and where the United Kingdom has the potential to become a world-leader. Earlier this year the Regenerative Medicine Expert Group (RMEG) published their final report. This report sets out an NHS regenerative medicine delivery readiness strategy and action plan. The RMEG report sets out a series of recommendations and these will form the basis of the ongoing strategy to support regenerative medicine.</p><p> </p> more like this

answer text <p>There have been no discussions between my Rt. hon. friend the Secretary of State for Health and the Royal Colleges about the use of radical brain surgery to reduce death from epilepsy. The National Institute for Health and Care Excellence (NICE) guidance sets out that surgery should be a treatment option for patients with complex epilepsy who do not respond to conventional treatment. In addition, NHS England has commissioned a specialised children’s epilepsy service at four centres in England to improve access to earlier surgical intervention.</p><p> </p><p> </p><p> </p><p>NICE estimates that epilepsy affects between 362,000 and 415,000 people in England. An FAE is the first period of admitted patient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number of patients, as a person may have more than one admission within the period</p><p> </p><p> </p><p> </p><p>2. HES figures are available from 1989-90 onwards. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage (particularly in earlier years), improvements in coverage of independent sector activity (particularly from 2006-07) and changes in National Health Service practice. For example, apparent reductions in activity may be due to a number of procedures which may now be undertaken in outpatient settings and so no longer include in admitted patient HES data. Conversely, apparent increases in activity may be due to improved recording of diagnosis or procedure information. HES figures includes activity ending in the year in question and run from April to March, e.g. 2012-13 includes activity ending between 1 April 2012 and 31 March 2013.</p><p> </p>
