In July 2014 the Migration Advisory Committee published its report on the growth of EU and non-EU labour in low-skilled jobs and its impact on the UK. However, Spanish fishing vessels do not constitute State vessels. Accordingly, our assessment is that this incident did not give rise to any violation of British sovereignty.
