answer text <p>Driving offences can have very serious and sometimes devastating consequences for victims and their families. That is why we are looking closely at the law in this area and have announced a review of driving offences and penalties.</p><p> </p><p>Offenders are more likely to convicted and sent to prison in 2013 compared to 2010. The number of people found guilty for failing to stop after an accident, by police force area, in England and Wales, from 2010 to 2013 (the latest available) can be viewed in the answer text <p>My rt. hon. Friend the Secretary of State expects to lay draft regulations for the early closure of the Renewables Obligation to large solar PV before Parliament early in the new year. An illustrative draft was published alongside the Government Response and is available on the government website:</p><p><a href="https://www.gov.uk/government/consultations/consultation-on-changes-to-financial-support-for-solar-pv" target="_blank">https://www.gov.uk/government/consultations/consultation-on-changes-to-financial-support-for-solar-pv</a></p><p>The amendments to the Feed-in Tariff (FIT) were laid in October and are due to come into effect by 1st January 2015. The Government has finished consulting on a further question arising from that consultation (defining what is meant by “other-than-standalone”) and the Secretary of State expects to lay a further amendment to the FITS Order and necessary modifications to the licence conditions early in the new year.</p> more like this

answer text <p>Monitor and NHS England are responsible for setting the overall national payment system arrangements. However, payment for mental health services are agreed locally and underpinned by mental health clusters. These clusters help commissioners and provider agree costs by setting out the resources required to deliver mental health care.</p><p> </p><p> </p><p> </p><p>Monitor and NHS England published the national payment system arrangements for 2015-16 for statutory consultation on 26 November. The payment systems arrangements for 2015-16 give a clear signal to the mental health sector to implement local payment models which support recovery and outcomes and reflect the needs of local communities. answer text <p>The number of escapes from custody has been falling since 1995 when central records began, despite an increasing prison population, and has fallen dramatically in the last few years, with only 8 since 2010. There have been no escapes of Category A or B prisoners from prison establishments in this period. This compares to more than 90 over the previous decade. answer text <p>There are a range of new initiatives businesses can take advantage of, depending on their size and premises, although the Government does not target specific energy efficiency support specifically on new businesses</p><p>The Electricity Demand Reduction Pilot is making a total of up to £20 million available to organisations that deliver electricity savings during winter peak times by installing more efficient equipment.</p><p>The recently introduced Energy Savings Opportunity Scheme (ESOS) makes it mandatory for large enterprises in the UK to measure and audit their energy use. The Scheme will improve awareness within large UK businesses and third-sector bodies of cost-effective energy efficiency steps they can take.</p><p>In order to raise awareness of the benefits of energy efficiency amongst small and medium sized enterprises (SMEs), in spring 2015 the Government will publish specific guidance, including advice on simple steps to reduce energy consumption. The Government is also taking steps to raise awareness amongst SMEs of the Energy Saving Opportunity Scheme as a voluntary tool they can use to identify energy saving opportunities.</p><p> </p>
