Where worker exploitation outside these sectors comes to the attention of the GLA the information is disseminated to appropriate other agencies. answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>The Department for Business, Innovation and Skills takes a targeted approach to enforcing employment law protections for agency workers.</p><p> </p><p> </p><p> </p><p>The Employment Agency Standards Inspectorate (EAS) enforce the Employment Agencies Act 1973 and the Conduct of Employment Agencies and Employment Businesses Regulations 2003 (both as amended).</p><p> </p><p> </p><p> </p><p>These Regulations ensure protections for work-seekers because of the number of parties involved in the employment relationship – the work-seeker, the agency and the hirer. The Regulations include protections relating to ensuring work-seekers must be paid for all hours worked, cannot be charged a fee for work-finding and cannot be prevented from taking up a permanent position with a hirer.</p><p> </p><p>Employment agencies must also comply with national minimum wage (NMW) legislation which is enforced by HM Revenue and Customs. There are also health and safety protections in place for all workers, which are enforced by the Health and Safety Executive.</p><p> </p><p>EAS works collaboratively with these bodies on investigations and also works with a number of external bodies These include trade associations, Trading Standards and organisations such as SAFERjobs (Safe Advice for Employment and Recruitment).</p><p> </p><p> </p><p> </p><p>SAFRERjobs is a non-profit, joint industry and law enforcement organisation set up to raise awareness and combat criminal activities that may be attempted on those seeking a job, or through the services provided by the recruitment industry.</p><p> </p> answering member constituency East Dunbartonshire answering member printed Jo Swinson question first answered 04/11/2014 17:03:31 answering member 1513 label Biography information for Jo Swinson

answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>The Government is committed to stamping out modern slavery in all its forms including labour exploitation involving agency workers. <br><br>The Gangmasters Licensing Authority’s transfer to the Home Office will improve its collaboration with policing agencies for its enforcement activities and maximise the contribution it makes to tackling exploitation of workers.<br><br>The Modern Slavery Bill will give law enforcement the tools to tackle modern slavery by increasing the maximum sentence available for offenders to life imprisonment; creating an independent Anti-slavery Commissioner to drive improvements and a better coordinated law enforcement response, working in the interests of victims; strengthening powers to recover the sizeable profits that traffickers and slave masters make from this appalling crime; introducing vital new tools to restrict the activity of criminals who have been convicted of modern slavery offences; and providing powers to enable police and Border Force to act where it is suspected that human trafficking or forced labour is taking place on board vessels at sea.<br><br>To complement the Bill, the Government has a comprehensive programme of action to tackle modern slavery. HM Revenue and Customs (HMRC) review every complaint that is referred to them by the Pay and Work Rights Helpline.</p><p> </p><p> </p><p> </p><p>Within that obligation, HMRC work to priorities agreed with the Department for Business, Innovation and Skills (BIS). To identify sectors where non-payment of National Minimum Wage is more likely HMRC and BIS analyse numbers of complaints and incidences of non-compliance and take account of information from, for example, other Government Departments, Trade Union representatives and the Low Pay Commission . Using this information, and often in conjunction with other Government Departments, HMRC have undertaken targeted enforcement on areas such as the care sector, car washes and the retail sector, amongst others.</p><p> </p><p> </p><p> </p><p>However, HMRC, including National Minimum Wage officials, undertake joint working with the police, Home Office and local authorities across the country. answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>The Ministry of Defence has no plans to review the qualifying criteria for the Accumulated Service Medal (ACSM).</p><p>The ACSM was instituted in January 1994 (for all three Services) with a qualifying period of 36 months to recognise aggregated operational Service in Northern Ireland since 14 August 1969. The qualifying criteria were last amended in 2010 when it was agreed that the method of recognising repeat tours through the accumulation of operational service remained valid, but that the qualifying period should be reduced to 24 months from 1 January 2008. From that date, operational service has been rewarded, when eligible, by the award of the ACSM (2011), rather than ACSM (1994).</p><p>Issues surrounding the ACSM were looked at during Sir John Holmes's review of Military Medals, as part of work to consider claims for further medallic recognition.
