motion text That this House applauds the work of charities of sufferers of complex regional pain syndrome (CRPS), Burning Nights CRPS Support and CRPS UK; welcomes the 2018 updated clinical guidelines for CRPS, one of the most painful of all known conditions at 42 out of 50 on the McGill pain scale; expresses concern that although an estimated 15,000 people per year develop CRPS, many fail to receive prompt and adequate treatment through the NHS because of a lack of knowledge and appreciation of the condition and that sufferers frequently have to wait for two years or more to access a pain clinic, in spite of early treatment being crucial to success in combatting this excruciating condition; notes that sufferers cannot routinely access mental health support to assist with psychological trauma of diagnosis; further notes that the Government keeps no record of diagnoses, making it difficult to build an effective case for further research; notes that the condition can affect anyone, particularly following mild trauma and injury or minor surgery; recognises that there are no known cures at the present time but that there are some effective treatments; and calls on the Government to develop and adopt a protocol for diagnosis in an emergency setting, to increase the capacity of pain clinics and access to mental health support for sufferers, including a 24 hour support line as the pain is often particularly excruciating at night, to build evidence of diagnoses to encourage much needed and overdue research into this chronic neurological disease, and to ensure greater dissemination of information on the condition and to raise awareness among general practitioners and consultants to reduce the impact and suffering caused by this excruciating condition.

motion text That this House notes the profound impact that climate change is having across the world; is concerned following the recent warning from the Governor of the Bank of England that climate change could have a catastrophic impact on the global financial system; welcomes the recent report by the UK Sustainable Investment and Finance Association and the Climate Change Collaboration which examines UK fund manager expectations of financial risks posed by international action on climate change to international oil companies (IOCs); is alarmed that 90 per cent of fund managers expect climate change to significantly impact the valuation of IOCs within two years; further notes that 41 per cent of investors still do not have a strategy for engaging with IOCs on climate change; notes that automatic enrolment requires all new savers to be enrolled into defined-contribution (DC) schemes; is further alarmed that oil and gas companies are the third most heavily weighted industry in a typical DC scheme; is alarmed that rules for DC schemes mean that the members bear all investment risks; agrees with the Green Finance Taskforce that clarification of investors fiduciary duties is essential to enable the UK financial system to respond in a timely way to climate risk; notes that while the Department for Work and Pensions has already said it is minded to introduce such clarification for trust­ based pension schemes, the Financial Conduct Authority (FCA) has yet to make a formal response; and urges the Government and the FCA to introduce new rules to ensure environmental, social and governance factors, as well as the financial risks stemming from climate change, are properly considered by all pension schemes.

motion text That this House notes the Government's publication of the Civil Liability Bill; supports the Government's intention to reduce fraudulent and frivolous claims; expresses concern that vulnerable road users (VRUs), including cyclists, pedestrians, horse riders and motorcyclists, will be swept up within the scope of the Bill and the broader personal injury reform package, despite there being no evidence that non-fault road traffic accident injuries suffered by VRUs include whiplash; further notes that almost all whiplash claims are made by drivers or passengers of motor vehicles; believes that VRUs deserve the Government's protection, as opposed to removing their rights to redress for injuries under Tort; acknowledges that under such reforms, VRUs suffering injuries below £5,000 in value will be unable to access a lawyer should they wish to pursue their rights of redress in the Courts; and urges the Government to take a pragmatic approach and remove VRUs from the scope of the reforms to ensure they remain protected on the UK's roads.

motion text That this House calls on the Government to announce in the forthcoming Budget to proceed with Swansea Bay Tidal Lagoon as a pathfinder project, as recommended in the Hendry Review, as it represents value for money; refers the Government to the fact that the proposed financing structure was developed in 2016 with officials from HM Treasury and meets all the National Audit Office tests on value for money; notes that in addition a decision to proceed can deliver huge social and economic value including the creation of a new British industry, the benefits of learning from a first-of-kind project, direct and indirect job creation, public amenity and carbon reduction; is impressed that even as a first of a kind project Swansea Bay requires less subsidy per unit of electricity produced than Hinkley Point C and less subsidy than any UK offshore wind farm built to date, as well as requiring a lower financial return than new nuclear and offshore wind; further notes the project would take up less than 0.4 per cent of the Government's allocation to low carbon subsidies, initially costing 18 pence per annum per household, followed by a period of subsidy-free electricity far exceeding the lifespan of an offshore wind farm; and believes proceeding with Swansea Bay Tidal Lagoon will unlock a major new British industry highly complementary to the UK's offshore wind industry, given tidal power's predictability and reliability.
