motion text That this House recognises the increasing sophistication of the scamming industry; notes that, according to UK Finance, more than £500 million was stolen by scammers in the first six months of 2018; further notes that mobile banking fraud has risen by 54 per cent on the same period in 2017, with bank transfer scams accounting for losses of £800,000 every day; understands that internet banking fraud during this time totalled £54.7 million; expresses its concern that increases in major data breaches will result in more people being vulnerable to online hacking and identity fraud; further recognises the developments in sextortion, pension scams and impersonation fraud; condemns the rise in fraud recovery scams, which see victims of fraud targeted a second time; acknowledges the impact of such scams is not just financial loss, but a breakdown in consumer confidence; and urges the Government to ensure greater protections are in place for consumers, both to reimburse them for their losses if they fall victim to such a crime, and to increase efforts to raise awareness to help prevent scamming in the first place.

motion text That this House supports Baby Loss Awareness Week 2018 which runs from 8 to 15 October, when it culminates in Pregnancy and Infant Loss Remembrance Day; acknowledges that stillbirth, miscarriage and infant loss is a tragedy which governments in Scotland and across the UK must work to prevent; is heartened by the progress made so far with the National Bereavement Care Pathway which seeks to improve the quality of bereavement care for parents and families at all stages of pregnancy and baby loss; applauds the Parental Bereavement Bill which demonstrated cross-party working at its best to secure statutory paid leave for bereaved parents; is optimistic about the possibility of Fatal Accident Inquiries in Scotland or Coroner Inquiries in England in some circumstances of stillbirth where it is deemed in the public interest; is encouraged by moves towards a voluntary registration scheme for miscarriages prior to 24 weeks gestation, which may be of comfort to bereaved parents at a very difficult time; believes that slowly the taboo around the tragedy of baby loss is slowly being broken down which has greatly assisted with progress so far on helping those who face this life-changing trauma; and is mindful that whilst much has been done to address stillbirth in Scotland and across the UK, there is still more to do and it is important to keep this issue on the political agenda.

motion text That this House congratulates the Scottish Centre for Personal Safety (SCPS), based in Ardrossan in North Ayrshire, on winning the Pioneering Project Award at the recent Scottish Council for Voluntary Organisations Charity Awards 2018; commends the fantastic work done by the charity and its volunteer instructors to provide personal safety courses for the blind and visually impaired; understands that 57 per cent of blind or visually impaired people have experienced hate crime because of their disability, and 73 per cent have report being frightened or attacked, experiencing verbal abuse and intimidation; notes that the SCPS has been running this course since 2017 with funding from the Big Lottery's Investing in Ideas Fund; recognises that the course has been well received by participants, who have noted reduced anxiety, stress levels and fear of crime, leaving them more confident and aware of how to deal with any verbal and physical confrontations that may occur; acknowledges that to win this award against stiff competition from other charities is a true testament to the wonderful work of the SCPS; and commends the charity for the truly excellent work it does to empower the blind and visually impaired.

motion text That this House commends the Scottish Government for acting to ban the use of wild animals in circuses by means of the Wild Animals in Travelling Circuses (Scotland) Act 2018 which came into effect on 28 May 2018; notes that this measure was passed unanimously in the Scottish Parliament, following a public consultation conducted by the Scottish Government which revealed 98 per cent. of respondents backed a ban; further notes that this historic announcement makes Scotland the first UK nation to institute such a ban; applauds this action in demonstrating to the wider world that Scotland is one of the growing number of countries that no longer condones the use of wild animals in this way; appreciates that this action is founded upon concern for animal welfare; notes the significant concerns of animal welfare groups about wild animals in circuses experiencing suffering and abuse; recognises that the transient nature of circuses prevents the provision of the facilities necessary to keep animals physically and psychologically healthy; and understands that Animal Defenders International has called upon other UK nations to follow Scotland's lead on this issue.

motion text That this House celebrates Volunteer Week 2018, which runs from 1 to 7 June, and commends the huge contribution that volunteers make to our society; recognises that volunteering contributes more than £22 billion to the UK economy, around 1.2% of GDP, and that in 2016-17 19.8 million people volunteered at least once a year, with 11.9 million people volunteering at least once a month; is proud of the fact that in North Ayrshire alone, an estimated 34,000 people, 30% of adults volunteer, contributing around 4.5 million hours of help and £62m to the local economy; acknowledges the range of organisations within the voluntary sector and celebrates the essential work these organisations do; notes that volunteering also benefits those who volunteer, with studies showing that volunteers are happier than those who do not and further notes that volunteering has a positive impact on health conditions such as depression and anxiety; also understands that volunteering can be an effective way for people to learn new skills, as well as to build self-esteem and confidence; and thanks every volunteer for the vital and selfless contribution they make to our society, which our communities could not do without.
