motion text <p>That this House notes with great concern the Secretary of State for Justice's statement that, as part of the Government's proposed cuts to access to legal aid, `No win, no fee is a perfectly suitable way of proceeding in clinical negligence cases', Official Report, 15 November 2010,column 667; recognises that these will include a wide range of extremely serious cases some of which will involve children who have suffered brain damage as a result of clinical negligence; believes the negative impact this will have on vulnerable families and individuals will make them less inclined to seek legal redress; further recognises that access to justice irrespective of financial circumstance is a vital component of any democratic system; and therefore calls on the Government to rethink these reforms and consult on a fairer option which will allow all citizens full access to justice and legal representation in such difficult situations.</p> more like this

motion text That this House believes that politics is all about priorities and considers a new tax net band at 50 per cent. should be introduced for those earning in excess of ú100,000 to raise an additional ú4.8 billion for public expenditure; further considers that if the UK's annual contribution to NATO was reduced to be the same as the average percentage (i.e. 0.7 per cent.) of monies spent on defence by the Western European NATO nations, this would save another ú7.3 billion, totalling ú12.1 billion; thus advocates that by investing ú3 billion of this, it could end all fuel poverty, including the most vulnerable 1.4 million households, ú1.9 billion would allow the doubling of the winter fuel allowance for pensioners, ú2 billion would pay for the construction cost of six medium sized district general hospitals of 800 beds each, and their operational costs, ú600 million would cover costs for linking basic state pensions to earnings increases, at 2004-05 prices, ú1.35 billion a year would pay for all present and proposed tuition fees for higher education, ú450 million a year would allow all prescription charges to be scrapped, ú2 billion could lift some 200,000 children out of poverty by a ú3 a week increase in child benefit and ú800 million invested in wave energy power generation, a predictable renewable source, would be significant contribution to the UK's climate change and emission reduction strategy; considers that this expenditure is a preferable way to make public investment; and calls upon the relevant ministers to adopt these policies.

motion text That this House, appalled by the brutality that is being shown by all the parties in the civil war now taking place in the former Yugoslavia and the loss of life that is taking place, conscious of the long history of foreign occupation of these territories by Turkey, the Austro-Hungarian empire and of the Nazi atrocities during the Second World War, all of which have left a legacy of great bitterness, recalling that there are deep-seated religious as well as ethnic factors in this conflict which cannot be resolved other than by a return to peace and the restoration of confidence by all parties, determined to see the United Nations continue to play a constructive role in peace-making and humanitarian relief, and believing that these efforts, which are essential if further bloodshed is to be avoided, would end at once if foreign military intervention were to take place, therefore calls upon the international community to enforce the arms embargo on all parties to the conflict and to abstain from air-strikes and the commitment of ground troops to the war, to intensify humanitarian aid to all sides on the large scale required to save life and provide essential food and medical supplies and to continue to make full use of the good offices of the United Nations to seek, by direct negotiations, a lasting and just peace in the area.
