motion text That this House recognises that the Macpherson inquiry which followed the murder of Stephen Lawrence changed the way racism is perceived in Britain to a victim-led approach; believes that in order for victims or potential victims of racist abuse to have confidence in societal efforts to address discrimination they must help craft understanding of the racism to which they are being subjected; further believes the effect of racism can have repercussions irrespective of proven intent; notes that the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism together with its accompanying examples, in full, has the confidence of the representative bodies of the Jewish community in the UK and worldwide; further notes the definition was adopted by IHRA's 31 member states including France, Germany, Canada and the US; welcomes the UK’s adoption of the formal definition and accompanying examples; further recognises that a recommendation formally to adopt a definition was first made in the All-Party Parliamentary Inquiry into Anti-Semitism report of 2006; further welcomes the cross-party support for the definition evidenced in previous motions of this House; recognises that the Welsh and Scottish Governments, the Greater Manchester Combined Authority, London Assembly, and more than 120 local councils and many European countries have formally adopted the definition; recognises that police forces and others have for some time already used the definition for training purposes; notes that civil society organisations including the NUS have adopted the definition; and calls on all public institutions to fully adopt and implement the IHRA definition of antisemitism.

motion text That this House warmly welcomes the relocation of parts of Channel Four from central London; commends Liverpool's comprehensive and exciting bid to become a new destination for the broadcaster; notes the extraordinary cultural prowess of the city and clear commitment from the creative sector behind the bid; further notes the extent of the positive impact of the employment and training opportunities this move could provide the city, and the wider North West; notes that the city has a wealth of iconic locations for Channel Four and extensive existing studio capacity; looks forward to a rigorous, transparent process in arriving at a decision on the three cities that will each host part of the broadcaster's operations; and wishes Liverpool every success in its bid. more like this

motion text That this House welcomes the publication of the interim report of the Independent Review of the Mental Health Act; notes with concern that there are over 45,000 detentions under the Mental Health Act every year, that detentions rose 47 per cent in the decade to 2015-16 and that Black African and Black Caribbean people are disproportionately affected; further notes with concern that research conducted by Rethink Mental Illness for the Mental Health Alliance, which found that 61 per cent of previously detained people and 41 per cent of professionals involved in treating them, felt that people are not currently treated with dignity when detained under the Act; agrees with the chair and vice chairs of the independent review that those with the most severe forms of mental illness have the greatest needs and continue to be the most neglected and discriminated against and are most likely to be subject to the influence and powers of the Mental Health Act; believes that improving how people with severe mental illness are treated when they are at their most vulnerable must be a priority; and calls on the Government to reform the Mental Health Act and related practice during this Parliament with the aim of improving the experience of people detained under the Mental Health Act and those close to them.

motion text That this House welcomes the extra media coverage afforded to mental health as a result of World Mental Health Day; notes the findings of the independent Mental Health Taskforce that called for extra spending to tackle the chronic underfunding of services and committed the NHS to a major transformation of mental health care; recognises the centrality of an engaged, supported and well-trained workforce in delivering this transformation; supports ongoing efforts to make parity of esteem between mental and physical health care a reality across the NHS; further notes that extra funding has been provided this year to help improve mental health services, particularly for children and younger people; expresses concern therefore that many areas appear to be cutting back spending on mental health in the current financial year; and calls on the Government to ensure that, at a time when NHS finances are extremely tight, the extra funding reaches the services and patients it is intended for. more like this

motion text That this House welcomes the establishment of the Institute of Cardiovascular Medicine and Science with the mission to improve outcomes in cardiovascular medicine; applauds the quality of the link established between Imperial College London, the Royal Brompton and Harefield Hospital and the Liverpool Heart and Chest Hospital in Broadgreen and their ambition to become a world leader in cardiovascular research by 2016, thereby improving patient outcomes through advances in prevention, diagnosis and treatment; notes that the underlying philosophy is to be academically-led but clinically-driven, providing an exciting opportunity to pool the expertise of cardiovascular clinicians from two major centres together with the international leaders in the field of cardiovascular medicine to train the next generation of specialists; is delighted that three of the four research themes are to be led by Liverpool clinicians Dr Rod Stables, Dr Derek Todd and Dr Jay Wright with Professor John Pepper leading the fourth theme at the Royal Brompton; and wishes the new Institute every success in the years ahead.

motion text That this House welcomes the first ever Co-operatives Fortnight from 19 June to 3 July 2010; notes the resurgence in the UK co-operative movement, which now contributes £30 billion a year to the country's economy and employs over 200,000 people; recognises the benefits of applying co-operative values and principles; and calls on Government to ensure that it treats co-operatives equally with other types of business and continues to work closely with the co-operative movement so that co-operative and mutual solutions play a significant and growing part in an innovative, sustainable and competitive UK economy. more like this
